Brief Job Description:

Family Health Services (FHS) believes strong families build a strong Texas. We are creating a stronger Texas by serving Texas women, children, and families. The Data Analyst is part of the FHS Strategy team that is dedicated to supporting an efficient, effective system of family supports by promoting systems-thinking, cross-program collaboration, and continuous process improvement.

Under the supervision of the Decision Strategist, the Data Analyst performs complex (journey-level) data analysis and data research work. The Data Analyst is tasked with analysis, interpretation, and presentation of data related to FHS.

This position is responsible for the acquisition of data from internal and external sources, the processing and analysis of data, the development of dashboards and visualizations, and assists the Decision Strategist with the analysis of organizational assessments and data projects.

The Data Analyst collaborates closely with staff across FHS and HHSC to support timely and accurate production of recurring data reports, provides actionable analysis, and completes ad hoc reports and responses to requests for information.

The Data Analyst has a working knowledge of HHSC rules, policies and procedures, and mission.

Completion of job duties requires working under limited supervision with considerable latitude for the use of initiative and independent judgement and provides excellent customer service to all collaborators.

Essential Job Functions (EJFs):

Plans, designs, and consults on the display of data to support decision-making and implements enhancements and improvements proactively or upon request.

Identifies, acquires, and processes internal and external data for mapping and analysis.

Queries databases for research and data analysis projects involving cross program analytics.

Provides interpretation and performs special research and analyses as needed by program management and leadership (this may involve problem clarification, identifying source data, data collection and aggregation, data analysis, information generation, and reporting and presenting in useful formats).

Participates in assigned committees and workgroups within HHSC to represent FHS on data-related initiatives. Provides technical assistance to FHS staff on data matters.

Performs quality assurance and serves as a subject matter expert on data integrity, extraction, and compilation. Provides guidance on the selection of data management tools, and the development of standards, usage guidelines, and procedures for those tools.

Performs other duties as assigned.

 

Knowledge, Skills and Abilities (KSAs):

Knowledge of statistical concepts and methods and their application to research analysis; of measurement, testing, and evaluation; and/or of research methods, principles, techniques, and philosophies.

Knowledge of HHSC and/or FHS programs, mission, and vision. Highly skilled in entire MS Office Professional software suite (Outlook, Word, Explorer, Excel, Power Point and Access) with expert-level skills in Excel.

Skilled in presenting analyses and recommendations, identifying existing problem areas, and implementing solutions.

Skilled in working effectively on teams and with diverse stakeholders.

Ability to create and maintain dashboards used to provide visual representations of complex data.

Ability to use data analysis tools (SAS and SQL) to query and analyze data from large databases.

Ability to present data reports at the individual and committee level.

Ability to identify and interpret data patterns and trends and assess data quality.

Ability to communicate effectively, verbally and in writing.

Ability to exercise independent judgment and show initiative.

 

Registrations, Licensure Requirements or Certifications:

N/A

 

Initial Screening Criteria:

Experience with SQL and querying databases.

Experience with SAS and analyzing large datasets.

Experience with dashboarding tools (Tableau, etc.).

Experience composing and presenting data reports and visualizations.

Preference given to candidates with a college degree that relates to the position either on the technical side or the program side; experience may be substituted on a year-to-year basis.
