The Data Analyst IV reports to the Operations Data Analyst Manager with the Managed Care Utilization Review (MCUR) department. The Data Analyst plays a pivotal role in overseeing the technical aspects of the MCUR Medicaid programs. This position involves monitoring and developing review tools, training staff, analyzing MCUR data, and ensuring compliance with Medicaid requirements. The Data Analyst will also act as a liaison with internal and external stakeholders and contribute to the development of reports and methodologies that enhance the effectiveness of the MCUR program.
Essential Job Functions
Data Collection, Management, and Integration: Collect, clean, and organize data from various sources, ensuring its accuracy and integrity. Develop and maintain databases, address data quality issues, and implement solutions to resolve inconsistencies. Oversee data integration and develop ETL (Extract, Transform, Load) processes to ensure comprehensive and consistent data availability. 35%
Reporting and Visualization: Create and maintain dashboards, reports, and interactive visualizations to effectively communicate data insights to stakeholders. Ensure that reports and visualizations translate complex data into understandable, actionable information and meet business requirements. 20%
Statistical Analysis and Modeling: Perform statistical analyses to identify trends, patterns, and correlations within data sets. Develop and apply predictive models and algorithms to forecast future trends and outcomes. Use advanced analytics techniques to generate actionable insights that support strategic decision-making. 15%
Data Integrity, Security, and Cross-Departmental Support: Ensure data integrity and security by implementing best practices for data handling and protection. Monitor data access and maintain compliance with data protection regulations. Collaborate with various departments to understand their data needs, provide analytical support, and offer training on data tools and techniques. Identify opportunities for process improvement and implement data-driven solutions to enhance business operations. 15%
Sample Selection and Analysis: Assist in selecting or coordinating appropriate samples for analysis based on project objectives and requirements. Ensure that sample selection is statistically representative of the larger dataset. Analyze sample data to validate findings and provide insights that can be generalized to the entire dataset. 10%
Other Duties as Assigned: Perform additional tasks and responsibilities as assigned by management. This may include participating in special projects, assisting with organizational initiatives, or addressing emerging business needs that require data analysis expertise. 5%

- Knowledge of Data Analysis Techniques:
- Understanding statistical analysis processes, data models, database design, and data mining techniques.
- Knowledge of Data Management Tools: Familiarity with data management software, such as SQL, Excel, Access, and data visualization tools like Tableau or Power BI.

Initial Screening Criteria
Experience in data analysis, research, compilation, or reporting work. Graduation from an accredited four-year college or university with major coursework in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or Associate’s degree plus a minimum of two years’ work experience in a related field.

- Two years of experience in data analysis, including working with large data sets and statistical tools.
- Experience in data management and analysis tools such as SQL, Excel, and data visualization software (e.g., Tableau, Power BI).
- Experience with interpreting complex data and generating actionable insights.
- Experience with programming languages such as Python or R is preferred.
- Experience with Power Platform suite preferred.
- Experience with the Texas Medicaid managed care preferred.
