Brief Job Description:

Works under the general direction of the DSS Data Team Director with extensive latitude for the use of initiative and independent judgment. Works to establish the team's goals and objectives in conjunction with developing guidelines, procedures and standards to ensure an effective, efficient and accountable system for the Data Services team. Position requires familiarity with Behavioral Health Services data systems, structure and function. Responsible for inquiries from external and internal stakeholders and must use judgment in the level and degree of information disseminated, while maintaining the confidentiality of individual providers or other units. Assesses and analyzes reporting needs to ensure reports material and information are appropriate for targeted customers. Performs highly advanced professional, administrative, and oversight of organizational processes and policy analysis work. Evaluates systems and procedures, and operations and procedures manuals, to assist management and staff in operating more efficiently and effectively. Facilitates large-scale work groups and sessions with representatives across Behavioral Health Services. Highly-skilled in the development of complex business requirements and technical documentation. May plan, assign and supervise the work of others.  

Essential Job Functions (EJFs):

EJF1

Participates and provides oversight for the HHSC Behavioral Health Services (BHS) data initiatives and project activities to plan, develop, maintain, and update system and processes. Interprets historical data to identify the problems, root cause, and areas of improvements for the procedural or system changes. Reviews and evaluates new or improved business and management practices for application to data-related operations. Develops and manages data analysis projects and initiatives, setting goals and objectives and providing work products; facilitates and participates in cross-program and multi-agency workgroups; consults with programs and IT to resolve problems, identify business needs, and discuss program effectiveness; collects, organizes, analyzes, and prepares materials including templates, reports, work plans, and communication strategies in response to requests from executive staff. 25%.

Reviews and oversees the complex analyses and interpretations of data and ensures the integrity of all division and agency information within BHS. Assesses and analyzes data needs in response to stakeholder and program staff feedback. Assesses and determines reports and information appropriate for both internal and external customers which may include research, data collection, and analysis of State and Federal laws, rules, regulations, clinical data, and HHSC policies and procedures. Makes recommendations to internal stakeholders, program staff and upper management including the director, regarding data related improvements and delivery modes. 25%

Reviews data for inconsistencies or anomalies that impact analytical results. Streamlines data collection and analysis procedures to ensure fast access to metrics. Compares, analyzes and oversees the statistical information to identify patterns, relationships and problems. Develops detailed reports for management and other departments by analyzing and interpreting data. Generates and reviews documentation for all Data Team processes. 15%.

EJF4

Executes and automates data queries and transformation processes in support of performance management dashboard development. Interprets new and changing business requirements to determine the data changes impact and proposing enhancements and changes to support the new requirements. Executes quantitative analyses that translate data into actionable insights. Provides oversight for analytical and data-driven decision-making support for key projects. 15%.

Develops solutions to highly complex issues and concerns; develops implementation plans and helps coordinate and support implementation. Coordinates performance management-related change, and issue management. Analyzes, synthesizes and visualizes complex material at a high volume into visually compelling quality, written reports, analyses, communications, presentations, summaries, specialized reports, updates, and other documents as needed or assigned. 15%.

Other duties as assigned. May plan, assign and supervise the work of others. May represent the DSS Director Data Team in meetings. 5%.

Knowledge, Skills and Abilities (KSAs):

Skill in the use of statistical applications or analysis to drive inferences from data and establish baseline to measure improvement in the future state.

Able to compile and organize statistical information retrieved and present findings to management

Strong technical writing and diagraming skills, including proficiency with modeling and mapping tools (e.g., Visio, or Erwin), the Microsoft Office Suite (Word, Excel, and PowerPoint) and MS Project.

Well-developed research and analytical skills with good problem solving and lateral thinking ability; Analysis of existing applications to identify weakness and develop opportunities for improvements;

Ability to rapidly learn new concepts (technical, risk, business) a critical success factor in this role

Team-oriented, must be self-motivated, plan and manage time effectively, and be customer focused

Detailed, thorough, diligent individual with

Knowledge and experience with data systems and warehouses and ability to work with large databases. Skill in identifying problems, evaluating alternatives and negotiating and implementing solutions to data problems.

Skill in advanced development, reporting and interpretation of complex client and provider data.

Knowledge of organizational development and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures of methods and procedures analysis techniques.

Skill in process mapping and application of business process improvement methodologies.

Registrations, Licensure Requirements or Certifications:

N/A.

Initial Screening Criteria:

Two (2) or more years' experience with behavioral health data analysis and reporting; Experience with data analysis tools and large databases (SAS, Tableau, Oracle); Experience collaborating with IT organizations on data warehouses, data services or performance management projects. Experience organizing and managing large processes for project teams, committees, or workgroups.

Additional Information:

The candidate must reside in the Greater Austin, Texas area, or be willing to relocate to the Greater Austin, Texas area. This position is telework eligible.
