The Data Analyst III performs moderately complex (journey-level) data analysis and data visualization assignments for the Provider Finance Department under the Supervision of the Manager for the Research, Development and Methodology Team within the Long-Term Services and Supports section. The Data analyst III provides calculations and analysis in support of the development of reimbursement rates, supplemental payment programs, and financial analyses; develops data-driven metrics for the purpose of providing the Director of Provider Finance and HHSC Executive staff with information necessary to effectively propose and adopt reimbursement rates and programs and determine whether Medicaid provider payments are adequate to accomplish the HHSC mission. Work involves conducting detailed analysis of data sets, including monitoring and ensuring data quality, loading data into databases from a variety of source formats, and automating data feeds to be used as input to performance dashboards and reports. Develops and delivers financial data solutions including the creation of dashboards and reports for large and complex agency programs. Works under general supervision, with latitude for the use of initiative and independent judgment. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
ESSENTIAL JOB FUNCTIONS
EJF 1. DEVELOPMENT AND ANALYSIS: Conducts calculations and data analysis related to payment rates and methodologies for Medicaid and Non-Medicaid Long-term Services and Supports Programs and services; Calculates rates and updates rate models and calculates associated fiscal estimates; Develops, modifies and maintains complex computer programs, spreadsheets and large databases used in payment rate analysis. Designs and executes special cost and statistical research and analysis to evaluate the feasibility and the cost implications affecting contracted provider operations regarding payment rate structure options, new program initiatives or enhancements, special payment rate initiatives, and new regulations. Designs or maintains performance dashboards to monitor financial program objectives for programs. Conducts analysis using various tools including but not limited to SPSS, SAS, SQL, EXCEL, ACCESS, Tableau. Uses subject matter knowledge of the data systems to support Provider Finance with selection of appropriate data sets and analytical tools. Collaborates with the management and rate analysts and research specialists to analyze and interpret data patterns, to understand correlations between data sets, to gauge rates’ economy and efficiency, and to provide recommendations upon request (45%)
EJF 2. Stakeholder and Staff Communications. Consults with research specialists, program staff, and vendors to understand the business requirements that drive the analysis and design of rate methodologies in order to facilitate the development of thousands of unique reimbursement rates and the calculation of payments to providers that have a fiscal impact in excess of $9 billion; consultation will occur frequently and will be coordinated with other staff to ensure that program goals are clearly understood and will be supported by performance dashboards, calculations and other data analyses. May assist with preparing and conducting presentations of data analysis, calculations and reports to external stakeholders, workgroups, legislative staff and members, and federal personnel, PFD leadership and HHSC Executive staff. EJF 3. Promotes Innovation and Improvement Actively contributes to the continuous improvement of department processes through ongoing initiatives including: solutions to automate; building efficiencies; and maintaining consistency across multiple rate models and calculations, departmental processes and procedures, and by evaluating existing tools and applications. (20%)
EJF 4. DRAFT DOCUMENTS FOR APPROVAL AND PRESENTATION: Prepares written briefing documents and other documents related to the results of research and data analysis for decision making by executive staff. Makes presentations of research or data analysis to a variety of audiences including program facilities and home health financial staff and HHSC executive staff. Reviews the rate section on all LTSS waivers and interfaces with enterprise staff regarding development of waiver submissions and amendments. (10%)

KNOWLEDGE, SKILLSA, ABILITIES:
Knowledge of reimbursement rate development and supplemental payment program processes.
Knowledge of relational databases and database design.
Skill in data visualization development, including data model creation, advanced calculations, and interactive dashboards.
Skill in performing queries, extracting and joining data, and loading data using SQL and/or other query languages.
Skill in working with streaming data and unstructured data from multiple data sources.
Skill in creating graphical user interfaces, mockups, prototypes, and design documents.
Ability to translate complex data into user-friendly information.

LICENSURE, REGISTRATIONS AND CERTIFICATION

INITIAL SCREENING CRITERIA:
Graduation from a four-year college or university required.
Experience in Microsoft Excel, statistical or quantitative analysis.
Experience developing in data visualization tools such as Tableau, Microsoft Power BI, or similar programs used for large data sets, preferred.
Experience performing queries, extracting, cleaning, and loading business or program performance data from a variety of source formats, preferred.
Demonstrated experience in developing financial models and calculating fiscal estimates, preferred.
