Brief Job Description:

Works under the limited direction of the Licensing & Credentialing Section Director with considerable latitude for the use of initiative and independent judgment.  Performs complex managerial work, coordinating and overseeing the daily operations and activities of the Nursing Facility Administrator Program, Nurse Aide Registry, Nurse Aide Training and Competency Evaluation Program (NATCEP) and Medication Aide Program.   Oversees the development and implementation of goals, objectives, policies, and procedures to support the successful business operations of the Regulatory Services Division.  Develops schedules, priorities, and standards for achieving established goals. Supervises credentialing program staff to ensure the achievement of program goals and objectives. Responsible for curriculum development and management for program credentialed.  Performs contract management duties related to contracts for Credentialing.

Essential Job Functions:

Manages the Regulatory Services Credentialing program.  Provides overall vision, leadership, and strategic direction to the Credentialing units.  20% 

Effectively selects, supervises and develops staff through review of performance data, conferences, training and performance appraisals.  20% 

Serves as a subject matter expert on Regulatory Services' Credentialing programs and provides technical assistance to internal and external stakeholders. Analyzes and interprets proposed state and federal legislation and determines impact on program.  10% 

Develops, implements and monitors adherence to standards, policies, procedures and guidelines to accomplish essential functions and objectives and ensure compliance with federal/state laws, rules and regulations related to credentialing of Nursing Facility Administrators (NFA), Certified Nursing Assistants (CNA), and Medication Aides (MA).   20% 

Plans, directs and oversees contract development, updates and changes made to contracts and assists in development and evaluation of budget requests as they relate to the Credentialing Enrollment programs. Maintains CTCM certification.  Organizes and facilitates seminars throughout the state for licensing individuals.  10% 

Develops guidelines, procedures, policies, rules, curriculum and regulations, and monitors adherence to policies and procedures to accomplish objectives and ensure compliance with federal/state laws, rules and regulations.   10%

Performs other duties as assigned in order to ensure services are provided.  Willingly completes other duties as assigned within time frames and minimum standards established by supervisor at the time of the assignments.  Obtains supervisor clarification and assistance as needed to complete task.  10%

Knowledge Skills and Abilities

Knowledge of state and federal laws, regulations and rules relevant to the credentialing of NFAs, CNAs, and MAs.

Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

Skill in operating computers and applicable computer software.

Ability to manage division activities.

Ability to establish goals and objectives.

Ability to develop and evaluate administrative policy and procedure.

Registrations, Licensure Requirements or Certifications:

N/A

Initial Screening Criteria:

Experience in managing or as a program lead.  Experience in licensing programs preferred.  Experience in reviewing complex, detailed, and confidential documents.  Experience with program rule writing and policy interpretations.  Experience working with Stakeholders.    Experience using and maintaining database systems.  Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred.  Experience and education may be substituted for one another on a year-by-year basis.
