Brief Job Description:

Performs highly complex print and multimedia work. Work includes researching, writing, editing, proofreading, script writing, design and production of print and multimedia content. Creates and edits effective materials for a variety of literacy levels. Meets tight deadlines while managing multiple projects. Performs graphic design and consultation work that meets industry standards. Work involves conceiving and producing communications materials using current computer technology, hardware and software and traditional graphics methods. The position also performs duties related to conception, design, development and production of media. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

30% Performs complex informational and educational work. Work involves researching, writing, proofreading and producing printed and audiovisual communication materials for different audiences and for use by the agency, public and other agencies. Will review the work of others on projects such as weekly newsletters, social media and outreach materials. Develops layout and design of print publications and social media posts. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Develops research in areas of special interest before or during the development and planning stages of projects. Works with a variety of internal and external professionals (i.e. photographers, graphic designers and/or videographers) to create materials. Meets tight deadlines while managing multiple projects. Works closely with the Outreach Coordinator to develop and implement outreach tools for WIC local agencies.                 

30% Plans and designs publications and training materials using graphics, photographs and/or video. Edits and approves copy, design, script and/or storyboard to present final products. Uses desktop publishing software to create effective materials for a variety of literacy levels. Develops, implements, and makes recommendations regarding video communication distribution strategies for targeted content and instructional videos. Develops the layout and production design of magazines, journals, reports and other print publications. Uses computer-based software (Adobe Creative Suite, Extensis, Canva) and traditional methods to meet agency standards and deadlines.

10% Produces, directs and edits video projects to include planning, scripting, capturing footage and designing graphics and interactive media materials to be used as educational or outreach videos. Develops, implements and makes recommendations regarding video distribution strategies for targeted content and instructional videos.

10% Functions as a liaison with internal subject matter experts, as well as external printers, contractors and vendors for bids and procurement of materials, talent and supplies.

10% Creates accessible files to be posted to the web using HHS web standards. Knowledge of agency web content management system and the ability to post to the site when required. Archives finished files in the file management system. Serves as a backup.

5% Researches, writes and edits news articles for Texas WIC newsletters.

5% Performs other duties as assigned including, but not limited to, actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery for Continuity of Operations (COOP) activation. Such participation may require an alternate work shift pattern assignment and/or location.

Knowledge, Skills and Abilities (KSAs):

Knowledge of agency functions, policies and procedures; of news and/or communications media; and of basic research techniques and applications.

Knowledge of the principles of marketing, advertising, promotion and mass-media communications including printed and audiovisual materials; in-depth knowledge of the principles of developing communications appropriate to persons of differing levels of literacy.

Knowledge of digital marketing strategies including social media marketing principles and platforms.

Skill in using graphic design, multimedia and publishing software including Adobe Creative Suite (InDesign, Photoshop, Illustrator and Acrobat) and Canva.

Skill in editorial and design concepts and practices, and in the production of publications/marketing/training/social media materials for a range of customer populations, including WIC program clients, healthcare providers and staff.

Skill in analyzing, planning, designing, implementing and managing short- and long-term, high-volume projects related to staff training/education and marketing/public relations.

Skill in writing, copyediting and proofreading copy using the Associated Press Stylebook for a variety of media and literacy levels.

Ability to meet tight deadlines, manage multiple projects and see a project from concept to final product.

Ability to establish and maintain positive and effective working relationships with staff at all levels of the organization, as well as internal and external stakeholders.

Ability to provide effective team/program participation in carrying out departmental training and marketing initiatives; research, design and compose materials, outreach information and public-service communications; and obtain and analyze customer input including designing and conducting focus groups and customer surveys.

Initial Screening Criteria:

Hold a Bachelor’s degree from an accredited college in Communications, Graphic Design, Journalism or a related field.

Have at least three years of recent experience in print publications and social media content.

Have at least three years of recent experience working with Adobe Creative Suite.
