The CRS Contract Administration Manager works under the direction of the  Brain Injury Programs (BIP)  Director, within Health and Independence, and oversee the program contract team. Perform advanced (senior-level) contract administration and managerial work administering the daily operations for contracted and vendor purchased service activities for the Comprehensive Rehabilitation Services (CRS) Program. Oversee, monitor and prepare scope of work, new and existing contracts, rates, budget, prepare contracts and agreements, evaluate contract applications and award new contracts to support the CRS program service provision. Oversee and monitor contract monitoring activities including completing risk assessments, monitoring plans, reports, corrective action plans, and development and implementation of monitoring tools. Oversee the development and implementation of techniques for evaluating business functions including development of policy and procedures, utilization review/quality assurance, purchased service, vendor maintenance, and analysis of program needs. Establish staff development plans and activities. Oversee and monitor the information systems (RehabWorks), system implementation, and, systems integration into the contract and monitoring processes development and testing systems. Plan, assign, and supervise the work of others.

 

Essential Functions:

  • Develop, oversee, and monitor rates for program services, in collaboration with the CRS Purchasing Manager and appropriate agency departments. Includes program use of  CPT/MAPS codes with rates for outpatient and hospital services, Durable Medical Equipment (DME), Post-Acute Rehabilitation Services (PARS), Inpatient Comprehensive Medical Rehabilitation Services (ICMRS) and ancillary goods and services rates for purchasing. 
  • Oversee, manages, and monitor contract monitoring activities including completing risk assessments, monitoring plans, reports, corrective action plans, and development and implementation of monitoring tools. 
  • Oversee the development and implementation of technical guidance for evaluating business functions including developing standardized contracting policies and procedures. Coordinate and collaborate with CRS Clinical Services and Supports Manager to develop and implement technical guidance, policies and procedures related to  clinical, purchasing or programmatic functions.
  • Oversee computer and management information systems (RehabWorks), system development and testing, systems implementation, and systems integration into the contract and monitoring processes for the  CRS Program. 
  • Provide effective supervision, guidance, coaching and development to direct reports. Supervise the contract compliance and administration team including hiring, performance management, staff development plans, training, coaching and supervisory activities. 
  • Communicate, both verbally and written, with a wide variety of internal and external stakeholders. Represents the Office at various external meetings, such as, legislative meetings, hearings, strategic planning sessions, or procurement meetings. 
  • Oversee the scope of work, specifications for new and existing contracts, processing of contract documents, interpretation of state and federal procurement requirements, and other relatable contract administration operations for the Comprehensive Rehabilitation Services Program. Develop program contracting plans, incorporating specific service delivery considerations and manages the proposed contract budget, allocations, and specific guidelines. Provide contract related training and technical assistance to staff and contractors. Coordinates with HHSC Procurement and Contracting Services (PCS) and HHS department (Legal, Budget, Accounting) regarding contract procurement and execution activities. 
  • Performs other duties as assigned including but not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or locations. 

 

Initial Screening Criteria

 

  • Graduation from an accredited four-year college or university with a bachelor’s degree or higher in business, public administration or human services field.
  • Two years full-time professional experience in State of Texas contract management.
  • Ability to travel 30% of the time.

 

Preferred Criteria

 

  • Experience in state or federal programs that deliver services to individuals with disabilities.
  • Two years of supervisory or management experience
  • Experience developing and/or processing contract documents.
  • Experience conducting monitoring reviews and/or writing monitoring reports.
  • Experience with ReHabWorks

 

 

Licensure, Certification or Registration (Required)

Certified Texas Contract Manager (CTCM)
