Reports to the director of IT Contract Management and Oversight. Performs highly advanced (senior-level) contract management functions for information technology contracts valued not to exceed $5 million. Serves as the single point of contact for agency communication with the contractor regarding all matters pertaining to the contract.  Oversee contractor performance and ensure the contractor is held accountable for timely performance.  Maintains the contract record in SCOR, the system of record. Reviews contract records of contract specialist III and IV positions for completeness. Assesses and mitigates contract risk independently. Oversee the contract through the contract lifecycle, ensuring all contract activities are completed timely. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. 

 

Selected candidate must be willing to work from an HHS office located in Austin, TX designated by the hiring manager. 

 

Essential Job Functions (EJFs):

 

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

  • (30 percent) The IT contract manager V oversees contractor performance and is responsible for ensuring the contractor is held accountable, including:
    • Possessing advanced knowledge of the contract terms, purpose, scope, requirements, expenditures, deliverables, and milestones. Establishing specific, time-bound, performance measures and requirements to ensure contractor accountability
    • Overseeing the contractor’s performance and entering results into SCOR; Elevating to System Contracting and PCS whenever there is a dispute or deficiency with the contractor's performance, in a timely manner exercising remedies, as appropriate, when a contractor’s performance is deficient.  

 

  • (30 percent) The IT contract manager V oversees that the contract record in SCOR, the system of record, including:
    • Overseeing completion of a thorough review of all contract data and documentation in SCOR within 10 days from the contract effective date, including verifying completion of data entry into the SCOR Contract Detail sub-module and uploading contract documents into the SCOR Contract History or Documents sub-module, as well as performing these functions
    • Overseeing maintenance of thorough and up to date documentation as required in SCOR, as well as performing these functions
    • Overseeing the review and recording of deliverable status into the SCOR Deliverables sub-module, as well as performing these functions; and
    • Complying with record retention requirements.

 

  • (20 percent) The IT contract manager V is responsible for managing the contract lifecycle, including:
    • Overseeing completion of services and deliverables prior to the expiration date of the contract
    • Overseeing verification processes, which ensure accuracy of invoices and authorizing payments consistent with the contract terms, as well as performing these functions
    • Managing, approving, and documenting changes to the contract through the amendment process authorized by the terms of the contract
    • Overseeing the completion contract closeout processes within 90 days of contract expiration, completion, or cancellation to include, as applicable, submission of a vendor performance report as well as performing these functions.

 

  • (10 percent)The IT contract manager V is responsible for assessing and mitigating contract risk independently, including:
    • Promoting the use of best practices throughout the contract lifecycle
    • Overseeing the completion of initial risk assessment within 60 days of contract begin date and establishing a contract monitoring plan, as well as performing these functions
    • Overseeing risk assessments throughout the life of the contract, as well as performing these functions
    • Consulting System Contracting to address legal concerns or issues.

 

  • (10 percent) The IT contract manager V is responsible for maintaining a high level of communication, including:
    • Serving as the single point of contact for agency communication with the contractor regarding all matters pertaining to high-dollar contracts
    • Managing a post-award contractor conference to ensure all parties are aware of the performance requirements and administrative procedures agreed in the contract.       

 

Knowledge, Skills and Abilities (KSAs):

Registrations, Licensure Requirements or Certifications:

 

Requires current specialized certification as a Certified Texas Contract Manager (CTCM) or the ability to obtain within 12 months of employment. Preference given to candidates with additional certifications such as Certified Texas Contract Developer (CTCD).

 

Initial Screening Criteria:

 

  • A minimum of three years of combined experience working directly in contract management or contract-related roles is required.
  • A minimum of three years of direct experience working with IT contracts as a contract manager is preferred.
  • Experience managing IT contracts for a state agency or other governmental entity is preferred.

 

Additional Information:

An in basket exercise will be required as part of the interview process.

 

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
