Brief Job Description
The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services Division (MCS) seeks a highly qualified candidate to fill the position of Contract Specialist V in the Electronic Visit Verification (EVV) program.
Under the supervision of the EVV Operations Manager, the Contract Specialist V will perform highly advanced consultative and technical work related to EVV program policies and processes in a dynamic and fast-paced environment. The individual selected for this position will be a self-starter who can complete their assignments with minimal direction.
Work includes researching and interpreting program policies, contracts, procedures, rules, regulations, and guidance. The position will be responsible for performing EVV compliance reviews of program providers, financial management services agencies, and CDS employers, and implementing enforcement actions related to EVV compliance reviews. This position may respond to legislative and external inquiries and requests. Will research and resolve EVV provider complaints. May assist or lead monthly workgroups with stakeholders (i.e. program providers, Medicaid members, etc.), and create or lead training presentations. Work with their assigned HHSC program (i.e. CDS, PCS, CAS, PHC etc.) to solicit program rules/requirements that may impact or drive changes within the EVV program. Position may participate in readiness reviews for managed care organizations (MCOs) or other areas within EVV that require review.
Essential Job Functions
Contract Oversight and Compliance – Develops contract processes and monitoring tools by serving as a subject matter expert for EVV program policies, MCOs, and fee-for-service regions. Will develop and evaluate performance contract measures and EVV related reports for compliance. Uses instances of non-compliance to identify and resolve systemic issues. Reviews, processes, and resolves complaints against MCOs. (30%)
Research and Analysis – Performs research and analysis on projects, contract oversight, state and federal rules, and monitoring assignments. Creates improved operating methods or procedures in response to agency needs. Identifies areas for process improvement and efficiencies. (25%)
Communications Liaison – Works with HHSC contract areas to develop functional design and business requirements for EVV reporting and monitoring. Performs written and oral communication between the State, providers, managed care organizations, and vendors. (25%)
Technical Support – Provides consultation, technical assistance, training, and guidance to staff on agency EVV policies and procedures. (10%)
Projects and other duties as assigned – Participates in operational projects affecting the unit. Represents EVV in cross-functional workgroups and projects. Identifies and implements process improvements. Other duties as assigned. (10%)
Knowledge, Skills and Abilities
Knowledge of EVV preferred.
Knowledge of Medicaid or other HHSC programs preferred.
Skill in presenting to large workgroups.
Skill in using Outlook, Word, and PowerPoint.
Skill in using Excel.
Excellent verbal and written communication skills.

Licensure, Certification, or Registration
Certified Texas Contract Manager (CTCM) preferred. Certification as a Certified Texas Contract Manager is required within 12 months of employment.
Initial Screening Criteria
Graduation from an accredited four-year college or university. Education and experience may be substituted on a one-to-one basis.
Experience with the development and creation of training materials.
Experience with delivering presentations.
Preferred experience with EVV.
Preferred experience with contract management and oversight.
Preferred experience in drafting and editing forms, memos, correspondence, and other documents.
