Brief Job Description:

 

The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Contract Specialist III position with the Historically Underutilized Business (HUB) Program Office under the Procurement and Contracting Services (PCS) Division.

The Contract Specialist III performs complex (journey level) program and technical work including reviewing, tracking, and reporting of HUB activities.

Educating and advising agency staff in the interpretation and compliance with HUB policies and state regulations, monitors and assists internal and external agency departments in identifying and utilizing HUBs for agency procurements.

Works under limited direction from the HUB Program Office Director with considerable latitude for the use of initiative and independent judgment

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

This position is eligible for a hybrid work schedule, with a combination of in-person and remote work; subject to change based on policy or agency determination.

 

Essential Job Functions (EJFs):

 

EJF 1:

Determines and evaluates HUB subcontracting plan (HSP) for procurement and contract reviews. Conducts HSP trainings, HSP Courtesy Reviews and HUB Post Award meetings. Assist other team members with completing reviews and monitoring HSPs. (25%)

EJF 2:

Performs research for the HHS regarding potential HUB vendors and provides HUB vendor lists, by accessing the CPA’s Centralized Master Bidders List (CMBL) and other databases. (25%)

EJF 3:

Assists HUB Director with assigning HUB assignments/tasks to HUB Coordinators, ensures all assignments/tasks are performed in a timely manner, and ensures the HUB tracking reporting is done to reflect the status of assignments/tasks. Updates and maintains databases/mailboxes (e.g., HUB Portal) that include HUB vendors who are doing business with the HHS agencies. (25%)

EJF 4:

Provides guidance regarding HUB, HUB policies, and procedures to contractors, stakeholders, internal HHSC staff and community. (20%)

EJF 5:

Other duties, workgroups, special projects, and administrative functions as assigned (5%)

 

Knowledge, Skills and Abilities (KSAs):

 

Knowledge of:

  • Knowledge of contract management principles and practices

Skill in:

  • Skill in communicating effectively both orally and in writing.
  • Skill in the use of a computer/tablet, computer software and applications, including but not limited to: Excel; Outlook; Word

Ability to:

  • Ability to handle multiple tasks and meet demanding deadlines.
  • Ability to interpret policies, procedures, and regulations.
  • Ability to listen and communicate; exercise good judgment to form decisions and carry out assigned duties.
  • Ability to report to the PCS Office or other assigned work location as stipulated by the PCS HUB Director.

Registrations, Licensure Requirements or Certifications:

 

Certified Texas Contract Manager (CTCM) certification required within six (6) months of employment.

 

Initial Screening Criteria:

 

One (1) year experience in contract management functions that may include programmatic and deliverable report monitoring, evaluating, and monitoring and tracking contract expenditures.
