Job Description:

 

The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) department seeks a highly qualified candidate to fill the position of Contract Specialist II. MCS is driven by its mission to deliver quality, cost-effective services to Texans. This position makes a significant contribution to MCS’s mission by performing complex (journey-level) contract management work for Programs of All-Inclusive Care (PACE), Nursing Facility (NF) and Intermediate Care Facility (ICF) Contracts Unit. Must be able to work in a fast-paced environment, under constant pressure to meet required deadlines, standards and thresholds.

The Contract Specialist II will work as part of a team under the direction of the Team Leads and Manager within Contract Administration and Provider Monitoring (CAPM).

 

The Contract Specialist II performs complex (journey-level) contract administration and enrollment for CAPM. The Contract Specialist II works to ensure transparency, accountability and responsibility of measurable performance results and continuous improvement in support of the CAPM contract management and compliance functions. Works under moderate supervision, with considerable latitude for the use of initiative and independent judgment.

 

Essential Job Functions (EJFs):

 

EJF 1: (40%) Performs general administration functions for contracts. Conducts research and analysis of contract issues (i.e. inquiries, records requests, audit resolution, and legislative actions), including examination of contracts, laws, rules, regulations, or policies that impact or potentially impact the CAPM unit, agency, or the division. Assist teams leads and/or acts a contract manager for NF, ICF and PACE contracts. May serve as a point of contact for applicants and contractors. Performs contract activities, including enrolling, updating and terminating contracts. Prepares routine and special correspondence/reports per designated procedures. Reviews and establishes the unit’s processes for documentation of procurements, contracts, and amendments. 

 

EJF 2: (20%) Maintains automated databases and tracking systems to plan, track and complete required contract activities. May enter requisitions and perform other tasks in support of the unit's mission. Assists in resolution of contract issues and facilitates the articulation of contract needs with prospective and current stakeholders and vendors.

 

EJF 3: (20%) Assists on assigned projects. Develops and implements tools for evaluating contract processes, monitoring, tracking, and reporting procedures. Monitors routing of contracts in DocuSign and ensures contract data is accurate in SCOR. Develops action plans and risk assessments for improving or implementing new contract management processes and procedures; and takes appropriate intervention and monitoring actions. Performs quality assurance activities within the CAPM area by developing quality assurance protocols and reports. Identifies opportunities for process improvements. Prepares reports for overall contract management, internal and external information requests.

 

EJF 4: (10%) Provides consultation and technical assistance to program areas regarding contracting needs and processes. Participate in internal and external workgroups for solicitations and contract development. Works constructively with team and staff across the division and enterprise to facilitate successful contract and procurement implementation. Communicates with internal stakeholders, management, and other related parties. Helps stakeholders troubleshoot any issues. Written communication with stakeholders, vendors, leadership, general public and state and federal governmental entities. Discusses contract management initiatives and strategies with business owners including advantages and disadvantages. Assists with training related to contract management processes and procedures. Analyzes legislation and audits to determine impacts to the agency, division, and unit in the area of contract management.

 

EJF 5: (10%) Functions as lead on assigned projects working with staff in determining trends and risks. Assists with development of contract management policies and procedures. Participates in special projects as assigned or may be assigned additional duties in support of the unit’s goals and objectives.

 

Knowledge, Skills and Abilities (KSAs):

 

Knowledge of:

  • state and federal laws and regulations relevant to the Medicaid/CHIP programs, and
  • contracting regulations, negotiating contracts, developing contracts, monitoring contracts.

 

Skills in:

  • contract management and contract processes,
  • operating personal computers, and
  • using applicable software, including Microsoft products, i.e. MS Word, Excel, PowerPoint.

 

 

Ability to:

  • evaluate contracts and recommend future actions,
  • interpret policies, procedures, and regulations,
  • evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements,
  • develop standard operating procedures,
  • write and edit correspondence, memoranda, contract requirements and specifications,
  • monitor and evaluate contractor performance,
  • communicate effectively both orally and in writing with internal and external stakeholders.,

Registrations, Licensure Requirements or Certifications:

 

Certified Texas Contract Manager (CTCM) certification must be obtained within one (1) year of employment, unless otherwise approved by Supervisor.

 

Initial Screening Criteria:

 

A minimum of 1 year experience in processing community service, nursing facility, intermediate care facility contracts or a minimum of 1 year experience as a Texas Works Advisor or Medicaid Eligibility Specialist. 

 

Additional Information:

 

The posted salary range reflects the minimum and maximum allowable by state law. Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Policy.
