Under the supervision of the CFO-Procurements and Contracts manager, the Contract Specialist V will perform highly advanced (senior-level) contract management and procurement work. This position may be considered experts in the contract management and procurements and will oversee complex contracts. The role provides support to multiple departments within the CFO division. Work involves the development, execution, and administration of various contracts including but not limited to Interlocal, Interagency, grants, open enrollments, memorandum of understandings (MOUs), and software licensing agreements and subscriptions. This position requires advance knowledge of contract management and procurement best practices. Job duties require working under minimal supervision, with extensive latitude for the use of initiative and independent judgement. This position collaborates with multiple divisions within HHSC such as System Contracting, Procurements and Contracting, and contractors. Directly involved with CAPPS Financials & System of Contract Operation and Reporting (SCOR). Responsibilities for this position include managing procurements and contracts; maintaining contract documentation in SCOR; developing budget projections; investigating and analyzing cost variances; and monitoring and reporting on vendor performance. Must reside in Texas, select an office base at one of our designated locations and be in commutable distance to said location, as occasional in-office presence may be required. Travel to and from office base is not reimbursable. There is no guarantee of permanent telework, employees must meet telework eligibility requirements in accordance with agency policy, and any telework options are subject to change.

 

Essential Job Functions:

 

  1. Contract Oversight and Risk Management (35%)
    • Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
    • Serves as a contract manager and provide specific program support to staff within the CFO Division for Interlocal, Interagency, grants, open enrollments, memorandum of understandings (MOUs), and software licensing agreements and subscriptions contracts.
    • Performs as a subject matter expert (SME) and primary point of contact for communications for assigned contracts for all contract management activities.
    • Serves as a liaison for assigned contracts for with other HHS divisions, to include, but not limited to: HHS Contract Management Support, HHS Legal, HHS Information Technology (IT), and HHS Procurement and Contracting Services (PCS).
    • Participates in all contract meetings with internal and external stakeholders as needed.
    • Facilitates communication and collaboration between all contract stakeholders for all contractual accountability activities between the State and contractors.
    • Establishes and implements contract monitoring plans and reports to track contractor performance and the completion of milestones/deliverables.
    • Determines budget, available funding, and enter purchase requisitions in CAPPS Financial for assigned contracts.
    • Verifies and processes invoices to ensure compliance with contract terms and ensure agency payments are issued to contractors within required timeframes.
    • Tracks and reconciles contract expenditures, investigate and analyze cost variances, and ensures expenditures use the correct appropriated funds.
    • Develops schedules, priorities, and standards for achieving contractors’ established performance measures.
    • Monitors and tracks deliverables and milestones to ensure conditions of the contracts are met.
    • Develops and implements a Risks, Actions, Issues, and Decisions (RAID) log for all assigned contracts.
    • Oversees contractors’ performance through scheduled monitoring and enforcement of performance standards.
    • Initiates, manages, and documents contract changes through the amendment process and/or as allowed through the change control processes outlined in the contracts.
    • Develops appropriate contractor notices, contract remedies, and enforcement activities to ensure contractor performance standards as required by the contract.
    • Completes contract monitoring reviews within assigned time limits and in accordance with the contract, state rules, federal regulations, and agency guidelines.
    • Elicits CFO department feedback on vendor performance and submit vendor performance reports.
    • Performs procurement and contract administration assessments on historical and current practices, especially as it relates to cross-departmental procurement and contract management functions.
    • Performs contract close out activities within 45 calendar days of contract expiration.
    • Participates in procurement activities as needed for future contracts.
    • Completes baseline and annual risk assessments on all assigned contracts.
    • Deploys and promotes best practices in contract management to mitigate risks during contract lifecycle.
    • Monitors, reassess, and manages risks throughout the contract lifecycle.
    • Escalate matters as needed to management and legal when appropriate.
    • Consults with management and legal as needed to address legal or contract compliance issues.
  1. Contract Record Management (25%)
    • Reviews and complete reviews of contract documentation within 10 days of the contract’s effective date.
    • Enters and uploads contract information into SCOR within required timeframes.
    • Maintains contract documentation and checklists in SCOR to ensure contract records are up-to-date and in compliance with HHS and agency policies.
    • Completes baseline and annual risk assessments for all assigned contracts.
    • Maintains accurate contract documentation to ensure compliance with state law and/or regulations, best practices, as well as HHSC policies and contract provisions.
    • Tracks, manages, and documents deliverable statuses, milestone completions, and other contract events throughout the contract lifecycle.
    • Responds to audit inquiries and ensure documentation support contract decisions and actions.
    • Ensures compliance with agency documentation standards, record retention policies, and applicable laws and regulations.
    • Participates and contributes to continuous process improvements activities including developing internal contract policies and procedures.
    • Performs all SCOR related contract closeout activities upon contract expiration.
  1. Procurement Development (15%)
    • Conducts market research to determine the availability of services and/or technology for possible procurements.
    • Assesses internal stakeholder procurement needs and conducts working sessions to gather preliminary requirements.
    • Interprets the stakeholders’ procurement needs and develops refined measurable requirements.
    • May assist the department in identifying the budget for the procurement.
    • Performs in the capacity of a subject matter expert (SME) during the procurement development process.
    • Assists in the development of complex procurements using different procurement methods to include but not limited to Request for Proposals (RFP), Request for Offers (RFO), Request for Applications (RFA), Invitation for Bids (IFB), Requests for .Qualifications (RFQ), and DIR Cooperative Contracts.
  1. Stakeholder Engagement and Communication (15%)
    • Provides excellent customer service through written and oral communications with contractors and contract stakeholders.
    • Maintains proactive and professional communications with contract stakeholders at all times.
    • Coordinates and conducts procurement requirement working sessions with internal stakeholders.
    • Acts as a contracts/procurements liaison with other HHSC divisions.
    • Facilitates post-award contract meetings with contractor and stakeholders to develop a mutual understanding of performance and administrative expectations.
    • Communicates complex contract information in an easily understandable way to diverse audiences.
    • Facilitates and conducts meetings with internal and external stakeholders during the contract lifecycle.
    • Maintains positive and productive working relationships with contractors and internal stakeholders.
  1. Other duties (10%)
    • Develops process improvements, update business practices, and conduct market research as needed.
    • Creates and maintains CFO-PC internal policies and procedures and recommends changes to align with best practices, Comptroller guidelines, and HHS policies and procedures.
    • Attends trainings and other seminars as directed by management or as required for contract management.
    • Prepares special correspondence or reports, analyze data, and compile statistical reports or surveys using Word and Excel or other word processing and spreadsheet applications.
    • Other duties as assigned by management.

Knowledge and Skills:

    • Knowledge of state procurement and contract management requirements, regulations, and best practices; business administration and accounting principles and practices; and of policies and procedures of contract management. 
    • Knowledge of organizational planning, organizational development, and implementation methods needed to establish and administer complex contracts.
    • Knowledge of local, state, and federal laws related to Contract Management and Accounting.
    • Skill in leading and conducting meetings within internal and external stakeholders using Teams/Go-To-Meetings/Go-to-Webinars or related products.
    • Skill in synthesizing, analyzing, and evaluating extremely complicated and technical information and translating that information into clear and concise documents or presentations.
    • Skill in making effective presentations and in preparing reports; excellent written and oral communications skills.

Registrations, Licensure Requirements or Certifications:


Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) required.

Initial Screening Criteria:

  1. Graduation from an accredited four-year college or university. A degree with major coursework in business administration, human resource management, finance, public administration, or a related field is generally preferred. Contract management experience and education may be substituted for one another on a year-for-year basis up to four years.
  2. A minimum of three (3) years of experience in managing complex services or technology contracts for state governments.
  3. A five (5) years’ experience in contract and financial monitoring preferred.
