The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) department seeks a highly qualified candidate to fill the position of Contract Specialist IV. MCS is driven by its mission to deliver quality, cost-effective services to Texans. This position makes a significant contribution to MCS’s mission by administering the daily operations and activities of the provider monitoring team(s) which includes performing contract management work for sole source other procured contracts in the Operational Contracts section of the Contract Administration and Provider Monitoring Office. The position has the responsibility for all aspects of contract management within the Operational Contracts Team. Work involves researching, analyzing, developing, evaluating, and managing complex, high value contracts. This work includes the planning, developing, managing, monitoring, and closing of contracts. Collaborates with program areas and stakeholders about contract management activities. Serves as the first level of resolution for issues and concerns related to the assigned area. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. The CSIV, under the direction of the Manager of Operational Contracts for Contract Administration Services within CAPM will work as part of a team. The CSIV performs contract management work. Work involves developing and evaluating, high dollar, high priority Medicaid/CHIP contracts and initiatives. The CSIV leads cross agency and cross divisional workgroups in the development of initiatives, scopes of work, and contracts. The CSIV is responsible for leading workgroups regarding Medicaid/CHIP general contracts and initiatives. The CSIV works with internal partners, i.e. HHSC program areas, Procurement and Contracting Services (PCS), Historically Underutilized Business area, Financial Services, and HHSC General Counsel. The position is responsible for communications with external associations, the public, and internal stakeholders, management, and addressing contract issues and concerns related to Medicaid/CHIP contract activities and initiatives. The CSIV is responsible for all aspects of contract management, including contract development, management, monitoring, and closeout/termination. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Registrations, Licensure Requirements or Certifications: |
Certified Texas Contract Manager (CTCM) certification must be obtained within one (1) year of employment, if not already certified, unless otherwise approved by Supervisor.

Knowledge Skills Abilities: |
Knowledge of contract performance analyses and monitoring procedures. |

Initial Screening Criteria: |
Graduation from an accredited 4-year college or university with major course work in health care administration, public administration, accounting, business, finance, or economics. Work experience can be substituted for education on a year-for-year basis. Two to five years working with complex, high dollar, performance-based contracts that may include developing procurements or contracts, evaluating and monitoring contracts, or negotiating contracts, amendments or renewals. |
