Job Description:
Procurement and Contracting Services is looking to hire a Contract Administration Mgr II for our Grants Team.
Under the direction of the Health and Human Services Commission Procurement and Contracting Services Director of Grants, serves as team lead performing highly advanced administrative and consultative work providing reviews, approvals and quality control of grants solicitations, developing policies and procedures, participating on internal and cross division workgroups, processing and providing quality assurance for grants subrecipient/contractor determinations, direct award requests and open record requests, and assisting in Grants Division administration. Works under minimal supervision with extensive latitude for the use of initiative and independent judgement.
Essential Job Functions:
Assists with, provides guidance and reviews and approves Grants solicitation packages in accordance with PCS policies and procedures, grant guidance and federal and state statutes related to grants (40%)
Serves as a PCS representative for activities related to the administration, updates and enhancements systems used by the Grants Team to include the Grants Management System (GMS). (20%)
Develops policies and procedures, participates in intra-PCS and cross divisional workgroups, and performs bill analysis, as needed. (15%)
Assists in managing the administrative operations of the Grants Division to include developing strategies to increase effectiveness and efficiency in the Division.(15%)
Processes and provides QA and technical assistance for subrecipient/contractor determinations, direct award requests and open record requests (10%)
Registrations, Licensure Requirements or Certifications:
Certified Texas Contract Manager (CTCM) certification must be obtained within six months of hire. Dual CTCD/CTCM certification preferred.
Knowledge Skills Abilities:
- Knowledge of State and Federal grant laws and regulations, including the State of Texas Procurement and Contract Management Guide, and Texas Grant Management Standards.
- Knowledge of legal principles, practices, and proceedings; of state and federal laws, rules, and regulations; and of agency administrative rules and regulations.
- Skill in legal research, writing, and analysis; in the use of a computer and applicable software; in using reasoning and logic; in identifying and solving complex problems; in prioritizing workloads; in mediation and negotiations; and in using judgment to identify courses of action.
- Skill in developing procedures, templates and processes.
- Skill in preparing and composing reports, manuals, and technical information.
- Skill in composing clear and concise reports and/or correspondence.
- Ability to interpret statutes, state, and federal rules and regulations.
- Ability to develop solutions to problems.
Initial Screening Criteria:
4 years’ experience with grant procurement practices, statutes, rules and regulations. Healthcare and/or State of Texas procurements preferred.
