Brief Job Description:

Under the direction of the Contract and Reimbursement Manager this position performs highly advanced contract management work including developing and implementing contracts, purchasing policies, and monitoring contract performance. Overseeing Specialty Health program contracts for all programs, which may include Epilepsy; Blindness Education, Screening and Treatment; Navigate Life Texas; Children with Special Health Care Needs, Texas Cares Rx, and Kidney Health Care. This role reviews financial and program data to ensure accuracy, compliance with policies, evaluates financial expenditures, provides training and technical assistance, coordinates with agency and program staff.  Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment; and may supervise staff. The CAM I is responsible for highly advanced (senior-level) contract and program administration work for Specialty Health including strategic planning for contractor relations, service improvement, contract monitoring, and process improvement for programs of varied scope and populations. Work involves contract development, contract management, procurements, reimbursement and policy development.

 

Essential Job Functions (EJFs):

Oversee or prepares the scope of work, specifications, and conditions for new contracts; drafts and routes contracts; leads negotiation strategies; and awards new contracts. Conducts senior-level contract management functions to ensure accuracy and timeliness of procurement, contract management and quality assurance activities. Develop short and long-term strategies and goals for contract and program administration. On behalf of contracted programs, oversees program development; process improvement; stakeholder communication; and compliance with HHSC and state policies and requirements. Conducts all contracting functions as the contract manager on behalf of agency. Ensures all contract closeout activities are performed according to HHSC policy. Facilitates and ensures delivery of financial and programmatic technical assistance and training. Oversees resolution of contractor issues, amendments, and implementation of sanctions. Serves as the principal contract liaison between agency management, contractors, the Legislature, and other customers. 40%

Oversees the Specialty Health contract monitoring process. Develops and implements contract monitoring plan to ensure appropriate contractor performance and oversight, transparency and risk mitigation regarding billing, fiscal data and adherence to program policy and eligibility. Conducts on-site and remote monitoring visits, reviews, and reporting. Responsible for reviewing, revising, and creating standard operation procedures and policies for monitoring best practices. Designs, directs, and implements continuous improvement strategies for contracted SH programs. 25%

 

Provides input on or prepares the contract budget; recommends budget allocations for proposed contract agreements; arranges, monitors, and reviews budget allocations with management; and provides budget forecast and proposes alternatives.  Reviews and analyzes legislation related to procurement and contract management by assisting with bill analysis. 15%

 

Provides direction and guidance to Specialty Health staff and to internal and external stakeholders on procurement, contracting and reimbursement. Recommends effective strategies to resolve issues or trends related to contracting, reimbursement and procurement. Provides expertise in the development of Specialty Health contract management and reimbursement reporting mechanisms. Plans, develops, and conducts presentations. 15%

Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. 5%

 

 

Knowledge, Skills and Abilities (KSAs):

 

Knowledge of:

Knowledge of negotiation strategies and techniques; contract administration and cost monitoring for large-scope or high-dollar contracts; systems and procedures used to evaluate a third-party vendor’s performance; and local, state, and federal laws and regulations relevant to the administration of federal or state funds.

 

Skill in:

Skill in developing contracts, in problem resolution, and in the use of a computer and applicable software.

 

Ability to:

Ability to exercise sound judgment in making critical decisions, to analyze complex information and develop plans, to interpret complex data, to effectively demonstrate negotiation and facilitation skills, and to communicate effectively. 

 

Registrations, Licensure Requirements or Certifications:

Current CTCM required. 

 

Initial Screening Criteria:

Graduation from an accredited four-year college or university with major course work in a field relevant to health and human services is preferred.

At least five (5) years' experience in contract development, contract management, or contract monitoring work. 

Experience developing or managing projects such as tracking deadlines, assessing completion, and reporting results.

 

Additional Information:

 

Additional consideration may be granted to those with the following preferred criteria:

 

Experience with Texas HHS purchasing, including entering requisitions, processing purchase orders, and serving as a procurement cardholder. 

Experience with applications such as SCOR and CAPPS Financials.

Contract management and monitoring experience with a state agency preferred.
