Job Description:

 

Under the direction of the Health and Human Services Commission Procurement and Contracting Services Director of Grants, performs highly advanced consultative work developing grants solicitations; promoting compliant policies, procedures, forms and reports; overseeing the preparation and implementation of various grant-related documents and systems; and, interpreting laws and regulations. Works in conjunction with client programs and other agency stakeholders to develop and implement efficient and effective grant practices throughout the HHS system and may initiate and coordinate the approval process to finalize such practices. Assists the PCS Grant Specialists with the review of complex grant solicitation documents to ensure the scope of grant project is clearly defined and contains accurate, applicable and understandable milestones, deadlines, deliverables and expectations. Works under minimal supervision with extensive latitude for the use of initiative and independent judgement. 

 

Essential Job Functions:

 

Serves as the dedicated Solicitation Lead for certain grant solicitations related to the Provider Finance Division and serves as Solicitation Lead for other programs as time and workload permits. Develops, revises, and/or implements grant solicitation documents and timelines ensuring compliance with agency policies and procedures and applicable federal and state statutes and rules throughout the grant or procurement cycle. (60%)

 

 

Works with a team of grant and contracting professionals to develop and provide technical assistance, oversight and review of grant solicitation and management documents and activities to assure compliance with agency policies, applicable state and federal laws and regulations, and best practices for grants. (20%)

 

 

Participates in HHS System contracting and grant-related workgroups, committees and projects to include the Grants Management System (GMS). Communicates on a complex level to provide, exchange or verify information, answer inquiries, address issues and resolve problems related to division operations as well as grant management for HHS system staff. (10%)

 

Coordinates and communicates, individually and collectively, with legal services, procurement and contracting staff, program area staff, and state and agencies to identify needs, resolve problems, and monitor and discuss effectiveness of grant solicitation documents. (5%)

 

Reviews drafts of laws, rules, and regulations affecting agency operations; and bills or amendments for legislative consideration and assist with legislative implementation. (5%)

 

Assists with other issues and projects to include the Grants Management System. (GMS) (5%)

 

 

Registrations, Licensure Requirements or Certifications:

 

Certified Texas Contract Manager (CTCM) certification must be obtained within six months of hire. Dual CTCD/CTCM certification preferred. 

 

Knowledge Skills Abilities:

      

  • Knowledge of State and Federal grant laws and regulations, including the State of Texas Procurement and Contract Management Guide, and Texas Grant Management Standards.
  • Knowledge of legal principles, practices, and proceedings; of state and federal laws, rules, and regulations; and of agency administrative rules and regulations.
  • Skill in legal research, writing, and analysis; in the use of a computer and applicable software; in using reasoning and logic; in identifying and solving complex problems; in prioritizing workloads; in mediation and negotiations; and in using judgment to identify courses of action.
  • Skill in developing procedures, templates and processes.
  • Skill in preparing and composing reports, manuals, and technical information.
  • Skill in composing clear and concise reports and/or correspondence.
  • Ability to interpret statutes, state, and federal rules and regulations.
  • Ability to develop solutions to problems.

 

 

Initial Screening Criteria:

 

2 years’ experience with grant procurement practices, statutes, rules and regulations. Healthcare and/or State of Texas procurements preferred.
