Brief Job Description:
This position is part of the Procurement and Contracting Services (PCS) Contract Management Support (CMS) team, which provides critical support and oversight to HHSC and DSHS staff, leaders, and business units with contract management and related responsibilities. The CMS team strengthens contract management practices by developing policies, procedures, tools, and templates, monitoring key success indicators, and supporting essential contract activities. Dedicated to delivering high-quality support, the CMS team works to improve outcomes that serve Texans. We are seeking a skilled and driven professional to join this mission.
Under the direction of the Procurement and Contracting Services (PCS) Contract Management Support Director, this position performs highly advanced (senior-level) contract management and oversight work to promote compliant, efficient, and effective contracting practices. A key focus of the role is assisting contract management staff with insurance requirements and making recommendations on coverage types and levels for agency contracts. The position supports the PCS Contract Management Support Director in developing system-wide policies and procedures for contract management and monitoring, as well as creating templates, forms, and tools for contract managers. It also provides ongoing support and guidance to ensure contracts are being properly managed and monitored. The position involves regular communication and collaboration with stakeholders, from front-line contracting staff to agency leadership, to improve contract practices and coordinate agency-wide initiatives. Additionally, the role works closely with the System of Contract Operation and Reporting (SCOR) team to implement contract monitoring and management initiatives. This position operates under minimal supervision and requires extensive use of initiative and independent judgment.
This position is required to come into the office at least three days per work week. Telework availability is subject to agency policy and procedure.
Essential Job Functions (EJFs):
Provides consultation to program areas on insurance requirements for contracts as well as provides recommendations on appropriate insurance coverage requirements and limits. (20%)
Participates in the analysis of contract management issues and the preparation of reports of findings and recommendations. (15%)
Creates, manages, and updates templates, forms, and operating procedures, desk aids, and other documentation related to contract management and monitoring. (10%)
Provides expertise, assistance, and support for contract managers on questions related to contract management and monitoring processes, tools, and requirements. (10%)
Researches and documents best practices based on the work of experienced contract managers to create an online knowledge bank and ‘Frequently Asked Questions’ for employees to access helpful information and obtain guidance. (5%)
Serves as a liaison between various support programs regarding contract management and monitoring to assist with troubleshooting, escalation of contract issues and adverse actions. (10%)
Provides consultation to program areas with implementing recommendations from audit findings related to contract management and monitoring practices. (5%)
Coordinates relevant statutory/legislative/agency changes and disseminates information to all areas in a timely manner. (5%)
Participate in HHS System procurement and contracting workgroups and steering committees, as assigned. (5%)
Works with a team of procurement and contracting professionals to initiate, manage, and perform contract management and monitoring activities to determine if solicitations, templates, terms and conditions, and affirmations comply with agency policies and applicable state and federal laws and regulations. (5%)
Assists with other issues raised by the PCS Director of Contract Management Services. (5%)
Performs related work as assigned including participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. (5%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of:
- Knowledge of insurance types and terminology.
- Knowledge of State contract laws including the State of Texas Procurement and Contract Guide.
- Knowledge of legal principles, practices, and proceedings; of state and federal laws, rules, and regulations; and of agency administrative rules and regulations.
Skill in:
- Skill in developing procedures, templates and processes.
- Skill in preparing reports, manuals, and technical information.
- Skill in composing clear and concise reports and/or correspondences.

Registrations, Licensure Requirements or Certifications:
Requires certification as a Certified Texas Contract Manager (CTCM) within one year of employment.
Initial Screening Criteria:
Four-year degree from an accredited college or university. A minimum of five years of direct insurance-related experience. 10 years of direct insurance-related experience preferred.
