The Deaf and Hard of Hearing Services (DHHS) within Health and Independence is seeking qualified candidates to fill the position of a Contract Administration Manager (CAM). The CAM will work under direction of the DHHS Director and performs highly advanced (senior-level) contract administration and managerial work administering the daily operations and activities for DHHS. Oversees, monitors, and prepares scope of work and specifications, prepares contracts and agreements, and awards new contracts to support the Deaf and Hard of Hearing Services’ service provision. Oversees the development and process improvement for programs of varied scope and populations. Represents the program at meetings, conferences, seminars and through regular contractor communication. Oversee training and technical assistance for contractors and registered vendors, coordinating with other teams within DHHS for execution as well as vendor outreach activities. Work involves contract development, contract management, monitoring and oversight, procurements, reimbursement and policy development. Develop and evaluate contractor budget reconciliation and funding methodologies. Plans, assigns, and supervises the work of others. Works under limited supervision with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Contract Management & Oversight (25%)
Directs daily contract and reimbursement activities for programs such as Resource Specialists, the Specialized Telecommunications Assistance Program (STAP), Communication Services for State Agencies (CSSA) and additional programs. Ensures timely, accurate contract execution, monitoring, payments, and quality assurance. Leads program development, process improvements, and compliance with HHSC and state requirements. Serves as the primary contract liaison with contractors, leadership, stakeholders, and legislative offices.
Contract Planning & Development (25%)
Leads contract planning, including drafting scopes of work, specifications, budgets, and allocation guidelines. Schedules and implement planning sessions in anticipation of contract development timelines. Supports and steers contracting team from start to finish during duration of contract development. Interprets state and federal contracting requirements and develops contracting strategies that support DHHS service delivery goals.
Contract Monitoring & Compliance (25%)
Designs and implements monitoring plans to ensure contractor performance, fiscal accountability, and risk mitigation. Ensure appropriate reporting systems are in place to collect required reports from contractors. Supports contract managers in collecting performance measurement. Conducts on-site and remote monitoring visits and prepares detailed reports. Develops and updates policies, procedures, and best practices for contract monitoring and continuous improvement. Contributes to legislative analysis related to contract reporting.
Staff Leadership & Guidance (20%)
Provides direction, training, and technical assistance to DHHS staff and contractors on contracting, reimbursement, and procurement matters. Develops and implements consistent development and mentoring plans and establishes clear expectations for staff under their purview. Implements all human resource requirements and personnel-related functions for staff. Establishes feedback mechanisms for improvement and input on workplace culture and programmatic innovation, and appropriately responds and/or implements changes based on staff and management input. Plans, assigns and supervises the work of staff to ensure tasks are completed timely and efficiently.
Additional Duties (5%)
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Registrations, Licensure Requirements or Certifications:
Certification within 6 months of hire as a Certified Texas Contract Manager (CTCM).
Knowledge Skills Abilities:
Knowledge of negotiation strategies and techniques; contract administration and cost monitoring for large-scope or high-dollar contracts; systems and procedures used to evaluate a third-party vendor’s performance; and local, state, and federal laws and regulations relevant to the administration of federal or state funds.
Skill in developing contracts, in problem resolution, and in the use of a computer and applicable software.
Ability to exercise sound judgment in making critical decisions, to analyze complex information and develop plans, to interpret complex data, to effectively demonstrate negotiation and facilitation skills, to communicate effectively, and to supervise the work of others.
Initial Screening Criteria:
- Work experience providing direct supervision to employees, leading a team, or coordinating the work of others as evidenced by work history
- 3 years of experience working within the contracting life cycle
- Experience with budgets and payments
- Experience with developing or implementing policies or procedures
