Brief Job Description:

Intellectual and developmental disability (IDD) Services and  Pre-Admission Screening and Resident Review (PASRR) is expanding the reach of IDD Habilitative Specialized Services (IHSS), an array of services that supports individuals with IDD living in nursing facilities. We are seeking qualified and passionate professionals to help scale and strengthen this essential program across Texas.

Under the supervision of the Unit Director, the Contract Administration Manager (CAM) performs advanced contract administration work and assists with development, implementation, and operational oversight of the IHSS contracts.  Work includes planning, organizing, coordinating, and preparing specifications for client services contracts; preparing procurement documents; and the provision of support and assistance to ensure contracts are being developed, managed and monitored effectively.  The CAM communicates with stakeholders regarding contract management and monitoring practices. The position assists with establishing goals, objectives, and procedures and coordinating and leading initiatives designed to strengthen contract management/administration functions.  The position provides leadership within the unit and works under limited supervision with considerable latitude for the use of initiative and independent judgment to ensure unit goals are met.  This position will assign work and supervise the work of others.

 

 

Essential Job Functions (EJFs):

1. Develops short and long-term goals and strategies designed to strengthen contract management/administration functions with internal and external stakeholders and works collaboratively with HHSC divisions and management, contractors, stakeholder organizations, and other state agencies on the development and management of unit procurements and contracts over the lifecycle of the contracts to include identification of need and contract closeout. May manage large or complex contracts and may act as the unit lead for some contract management duties. Develops standardized management/administration protocols, metrics, compliance guides, handbooks, or tools. (30%)  

2. Coordinates the development, renewal, and amendment of IHSS contracts, working closely with Procurement and Contracting Services, program staff, budget, legal, and IDD leadership to ensure timelines are reasonable and best support the agency's strategic priorities. (30%)  

3. Acts as unit lead on contract deliverables and performance matters, including establishing procedures, ensuring monitoring requirements are met, facilitating multi-disciplinary meetings, and review of contract documentation. (15%)  

4. Participates in the analysis of contract management issues and the preparation of reports of findings and recommendations. Works with a team of procurement and contracting professions to initiate, manage, and perform contract management and monitoring activities to determine if solicitations, templates, terms and conditions, and affirmations are in compliance with agency policies and applicable state and federal laws and regulations. (15%)  

5. Monitors correspondence, issues, and action items to facilitate timely responses and resolution of issues, including processing public information requests. (5%)  

6. Performs other duties as assigned, which may include, but are not limited to, reviewing and analyzing legislation related to procurement or contract management, serving as subject matter expert in assigned workgroups, and actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations activation. Such participation may require an alternate shift pattern assignment and/or location. (5%) 

 

Knowledge, Skills and Abilities (KSAs):

Knowledge of state and federal laws, regulations, policies, rules, and requirements, and specific knowledge of local, state, and federal laws relating to IDD services and contract management/administration.  

Knowledge of business processes, process improvement, contract management/administration systems, and contract management/administration processes.  

Knowledge of the IDD services delivery system.  

Skill in writing complex documents/reports, regulations, policies, and procedures.

Ability to evaluate the performance of staff or contractors responsible for providing services.

Ability to gather, assemble, correlate, and analyze facts/data/systems/financial information.

Registrations, Licensure Requirements or Certifications:

Certified Texas Contract Manager (CTCM) or secure within 6 months of hire.  

 

Initial Screening Criteria:

Experience with IDD Services or the  PASRR program is preferred.

Graduation from an accredited four-year college or university.

Two years of experience working in state or federal programs in areas such as compliance monitoring, contract management, or contract development.
