Brief Job Description:

 

The Compliance and Quality Control Division (CQC) is seeking a Compliance Review Officer to support the Contract Compliance Unit (CCU) of CQC. This position performs advanced (senior-level) contract and grant analysis; assessments of contract management and  grant monitoring and administration functions; and routine analysis of agency-wide audit findings.

Responsibilities include assessing the work of HHS agency partners towards the achievement of contract management and grant administration objectives and goals; developing relationships across divisions and agencies to ensure consultation and assessment activities are collaborative and coordinated among impacted parties; training staff in processes, procedures and established guidelines for the provision of oversight and guidance to HHS agency partners conducting contract and grant monitoring activities; exercising sound judgement in making critical decisions; interpreting state and federal laws, rules, and regulations; and ensuring all consultation and assessment tasks are performed with the highest level of accuracy and in accordance with applicable statutes, regulations, and HHSC policies and standards. Work involves overseeing and implementing organizational process improvements and making recommendations to advance consistency, accountability, and effectiveness of agency contract management and grant administration functions.

May supervise the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

 

Essential Job Functions (EJFs):

 

EJF1. Contract & Grant Reviews. Reviews agency contracts and grants to assess the adequacy of performance and deliverable requirements. Assesses contract and grant monitoring documentation to determine if performance monitoring activities, deliverable acceptance documentation, and other monitoring requirements have been performed in accordance with state and federal regulations, and agency policy. Provides recommendations to program area staff to resolve issues identified in the compliance reviews and improve contract and grant monitoring quality and compliance; may also provide technical assistance. Collaborates with program area staff to coordinate compliance reviews, consultation, and technical assistance. Coordinates and prepares responses to issues, inquiries, and other correspondence concerning the compliance reviews. Records the results of the assessments in the division’s Compliance Review System. (50%)

 

EJF2. Team Support and Training. Reviews the assessments of other team members for accuracy and supports other team members in following processes, procedures, and established guidelines for performing compliance reviews. Assists with training staff members in the processes, procedures and established guidelines for contract and grant compliance reviews. May assist with training division partners in development guidelines for grants and contracts. (25%)

 

EJF3. Document Maintenance. Monitors agency policy updates, as well as changes in state and federal regulations; recommends updates to division processes, procedures, and established guidelines to the CCU Director as appropriate, and completes the updates on behalf of the division. This includes, but is not limited to, assisting with the maintenance of the Compliance Review Guidelines for Contracts, the Compliance Review Guidelines for Grants, and associated job aids, tools and training. (10%)

 

EJF4. Audit Finding Analysis. Reviews agency grant management audit findings and analyzes the findings and recommendations to determine the type of issue that has occurred. Collaborates with the internal audit division as needed to receive updated audit reports and resolve any questions regarding the reported findings and recommendations. Records the results of the audit finding and recommendation analysis in the division’s Contract Management Audit Tracker. (5%)

 

EJF5. Reports and Special Projects. Assists in drafting annual reports on the work and findings of the unit. Assists in the collection and maintenance of data for the purposes of reporting on the unit’s performance measures, as well as annual reporting on program area contract management issues and improvements. Assists in the development of systems and processes for the collection and maintenance of grant monitoring data. Manages special projects/reports for the division and directs the activities of staff involved in the development and implementation of special projects. Develops executive briefing documents and memoranda.  (5%)

 

EJF6. Other Duties. Represents CQC on workgroups, conferences, committees, and meetings. Works cooperatively and collaboratively to build effective business relationships with other HHS agency partners, which may include but is not limited to the following: assists in effectively communicating the unit’s responsibilities and marketing the value of its supportive functions to HHS agency partners; assists program areas by providing reviews and guidance to program area contract managers; supports the Solicitation Review Unit in providing guidance to program area staff to consider and incorporate language that supports the administration and monitoring of contracts and grants after award. Performs other duties as assigned. (5%)

 

Knowledge, Skills and Abilities (KSAs):

 

Knowledge of the Uniform Grant Management Standards (UGMS) and Texas Grant Management Standards (TxGMS)

Knowledge of grant management principles and practices.

Knowledge of State of Texas procurement and contracting laws, rules and procedures, including the State of Texas Procurement and Contract Management Guide and HHS Procurement and Contract Management Handbook.

Knowledge of contract management principles and practices.

Registrations, Licensure Requirements or Certifications:

Must have Certified Texas Contract Manager (CTCM) within six months of hire.

 

Initial Screening Criteria:

A minimum of five years of experience in any combination of the following:

1)     Experience in grant development, grant monitoring and administration, or auditing grant monitoring practices of government agencies is required; and

2)     Experience in contract development, contract monitoring and administration, or auditing contract monitoring practices of government agencies is required.

 

Experience in these fields of work with a State of Texas agency preferred. Experience at a management level preferred. Experience in health and human services grants preferred. Experience in health and human services or information technology contracts preferred.

Experience with HHSC’s System of Contract Operation and Reporting (SCOR) preferred.

Graduation from an accredited four-year college or university with major coursework in a public administration field is generally preferred. Experience and education may be substituted for one another. Experience in cross-divisional or interagency collaboration in a large organization preferred.
