Brief Job Description:
The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Project Manager IV position within the Community Services (CS) Division Deputy Executive Commissioner’s (DEC) Office. The Project Manager IV reports to the DEC Office Director and performs complex (senior-level) project management work such as, portfolio management, division coordination, and ensures successful planning, initiation, and implementation of projects at the division level. Primary responsibilities include working with the division’s executive leadership team and their teams to identify business needs, elicitation, policy and process research, progress monitoring, stakeholder identification, and project documentation repository maintenance.
The Project Manager IV will communicate with project stakeholders, executive leadership, and other relevant parties as needed. The Project Manager IV may also direct, assign, and evaluate the work of project staff, workgroup members, and other program staff. Utilizes standard project management methodologies and tools to support key business and strategic project initiatives involving cross-functional coordination, and stakeholder engagement, research, and analysis.
The Project Manager IV will make recommendations to the DEC and the DEC Director, as needed, and assist with development of divisional policies and processes. The Project Manager IV will also develop, organize, and perform analyses on employee engagement surveys and support executive leadership and their teams through change management principles and techniques. Works under limited supervision with considerable latitude for the use of independent judgement to ensure goals are met. This position will perform related work as assigned, maintain confidentiality and security of information.
Essential Job Functions (EJFs):
Develops and manages projects, facilitates, and participates in cross-program and divisional workgroups, setting goals and objectives and providing work products and deliverables. Facilitates activities throughout the project’s life cycle including, but not limited to, planning and initiation/ kickoff, timeline, schedule development, tracking, status reporting, action item tracking, project closure, and lessons learned. Works with staff and external stakeholders to identify risks and issues and develop mitigation strategies. (40%)
Coordinates project team and stakeholder interactions using professional, clear, and respectful communication. Plans and manages efficient project meetings. Delegates tasks and responsibilities to appropriate personnel. Identifies and resolves issues and conflicts within project teams. Escalates risks and issues enabling leadership visibility to help resolve. Provides guidance and technical assistance to staff for related projects. (25%)
Acts as liaison to executive leadership and program staff as it relates to project activities. Creates and maintains a work environment conducive to effective communication, collaboration, team building and professionalism. Coordinates, communicates, and connects with project stakeholders at all levels and in all areas to support successful project delivery. Builds strong and supportive relationships with business partners. Develops, organizes, and perform analyses on employee engagement surveys and supports executive leadership and their teams through change management principles and techniques. Reports out trends and makes recommendations, along with best practices found through research and staff feedback. (25%)
May assist with facilitation of executive leadership presentations on completed project effectiveness and future improvement recommendations. Implements best practices and tools for successful project delivery. May prepare high quality written project reports, project updates, project summaries, policy and processes, and other documentation, as needed. (10%)

Initial Selection Criteria
Graduation from an accredited four-year college or university with major course work in business, public administration, public health or related field or related human services field. Full-time professional experience working within health and human services programs may be substituted for education on a year-by-year basis.
Minimum two (2) years’ experience in leading and managing complex projects.
