Brief Job Description:

The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the CCSC Director II position with Community Services (CS), Community Care Services (CCS), Community Care Services Contracts (CCSC) Section. The Director II provides oversight and operational direction for the Community Care Service Contracts Regional Enrollment Monitoring (REM) Teams and the Enrollment Unit (EU). Is responsible for establishing and monitoring implemented strategic goals. The Director II performs highly advanced leadership and managerial functions. This includes supervising the work of others, works under limited supervision, with considerable latitude for the use of initiative and independent judgment to make critical decisions, analyzing complex information, and interpreting State and Federal laws. 

 

Essential Job Function (EJFs):

Provides oversight and operational direction for the CCSC REM and EU teams. Seeks innovative recommendations to improve policies, procedures, and processes. Ensures all provisional contracts are moved to standard, allowed to expire or terminated before contract expiration date. 30%

Plans, assigns, and oversees the work of the REM and EU Contract Administration Managers to ensure timely and accurate completion of contract monitoring and contract activities. Leads or participates in work groups to update/develop policies and procedures for CCSC. Seeks input from the REM and EU teams to improve CCSC policy and procedures. Analyzes data to identify trends or potential operational issues and finds innovative solutions. Develops and implement measures to ensure the integrity of CCSC contracts in SCOR. 30%

Oversees human resource related activities to ensure the following: staff resources are adequate to manage program; personnel issues are appropriately addressed; vacancies are filled promptly; employee complaints/grievances are handled appropriately and promptly escalated through the management chain; employee performance issues are addressed and handled timely; personnel actions are completed in accordance with policies and procedures so that valid selection processes are utilized, leave balances are accurate, and timely performance plans and appraisals are completed; REM and EU teams complete required training timely; CTCM certification and recertifications are tracked and completed timely; annual evaluations are completed and are an accurate reflection of the employee’s performance. 20%

Represents CCSC in internal and external workgroups and meetings. Provides technical expertise to REM and EU teams, and both internal and external stakeholders. Attends and leads coordination and collaborative efforts with internal and external stake holders which include efforts to coordinate business continuity processes and to provide proactive analyses of the impact of change to program areas and other HHS agencies as a result of implementing new systems applications and other major HHS projects. 10%

Coordinates requests for information, complaints, and legislative inquires for CCSC. Develop and complete required reports by required timeframes. Completes and tracks assignments and projects accurately/professionally in the required timeframes. Performs other duties as assigned. 10%

 

Knowledge, Skills and Abilities (KSAs):

Registration, Licensure and Certifications:

Certified Texas Contract Manager (CTCM) is preferred and required within 12 months.

Initial Screening Criteria:

Must have graduated from an accredited university or college with a bachelor’s degree in business management, project management, or a related field. Applicants without a degree may substitute state government contracting or management experience on a year for year basis. Experience in Texas State Government purchasing and contracting, Community Services programs (long term care programs), or contract development and processing. Experience in HHSC Community Care Services Contracts preferred. Project management and process improvement experience preferred.
