Brief Job Description:

The communications and outreach liaison performs highly advanced communications work to increase public awareness of HHS programs, services and initiatives. The liaison provides strategic consultation to program staff to identify key messaging and establish measurable goals. When required, works a flexible schedule to ensure deadlines are met. 

 

Essential Job Functions (EJFs):

  1. Serves as an Office of Communications outreach liaison and provides consultation to staff regarding the Texas Women, Infant and Children (WIC) program and initiatives.
  2. Provides consultive review of the HHS blanket outreach contract: Public Awareness, Communications, Education, Marketing Research and Evaluation Services.
  3. Coordinates the Office of Communications review of work orders, scopes of work, and the production of deliverables.
  4. Maintains familiarity with contracts and helps agency staff and vendors adhere to contract requirements. Works with agency staff to develop measurement strategies, evaluate the effectiveness of outreach initiatives, reviews key concepts and helps ensure deliverables reflect approved initiatives.
  5. Researches and analyzes public-awareness trends. Helps identify communication needs, innovative outreach platforms and optimal use of campaign resources.
  6. Ensures the application of agency branding and editorial guidelines, provides outreach presentations and reports, edits and writes supporting communication material, and tracks assignments via unit database.

Knowledge, Skills and Abilities (KSAs):

  1. Ability to serve as an outreach liaison and provide consultation to staff regarding WIC program and initiatives.
  2. Knowledge and ability to provide consultive review of the HHS blanket outreach contract: Public Awareness, Communications, Education, Marketing Research and Evaluation Services.

Registrations, Licensure Requirements or Certifications:

NA. 

Initial Screening Criteria:

 

  1. Graduation from an accredited four-year university with major coursework in communication or related field.
  2. Experience providing marketing consultation or serving as an outreach liaison.
  3. Experience maintaining awareness of vendor activities, and ensuring vendors adhere to contract requirements. Experience reviewing contract scopes of work.
  4. Experience reviewing outreach and media plans and ensuring deliverables reflect approved initiatives. Experience developing measurement strategies and evaluating the effectiveness of outreach initiatives.
  5. Experience overseeing the communications components of contracts and ensuring scope of work reflects industry standards.
  6. Experience developing social media outreach, including monitoring and response plans.
  7. Preferred experience coordinating content creation and distribution of print, web, video and social media outreach.
  8. Experience researching and analyzing public-awareness and social marketing trends, identifying communication needs and recommending innovative outreach platforms and optimal use of campaign resources.
  9. Experience writing and editing communication content and reviewing vendor-generated materials.
  10. Experience tracking assignments and producing monthly campaign reports. 

 

Additional information:

This position is currently working a hybrid telework schedule that reports on-site in Austin. Telework schedules are subject to change based on agency policy or operational needs.
