Brief Job Description:
Under the general direction of Data Center Operations Service Delivery management, the Systems Administrator performs advanced computer systems administration work. The Systems Administrator supports HHS cloud platforms, tools and services maintained by AI and Application Platform of Excellence (APEX). Cloud platform services include but are not limited to Azure, AWS cloud, Google Cloud Platform (GCP) and Oracle Cloud Infrastructure (OCI) Platform-as-a-Service (PaaS), Infrastructure-as-a-Service (IaaS) and serverless services. This position provides technical support for HHS hosted cloud applications and coordinates studies on cloud requirements, cloud solution procedures, agency best practices, solving problems and troubleshooting to improve and correct existing cloud hosted solutions. They implement recommendations, remediation and requirements by using system development life cycle (SDLC) methodology; provide support of enterprise-level tools and services hosted on cloud computing models such as: IaaS, PaaS, Continuous Integration and Continuous Delivery/Deployment (CICD) platform, Kubernetes clusters and cloud serverless technologies. The Systems Administrator helps assure cloud services are current and properly patched; maintains ongoing communications with users to determine requirements of new and ongoing support for HHS applications and systems; they ensure modifications to new and existing systems are addressed correctly and coordinates with application areas and DIR vendors as needed. They leverage system design and analysis to help plan and structure hosted HHS applications to meet specific requirements mandated by hosted HHS Application and program areas and Data Center Operation management. The Systems Administrator works under minimal supervision with considerable latitude for the use of initiative and independent judgment; provides 24/7 support when needed.
Essential Job Functions:
- Responsible for administration, development, implementation, and testing of cloud services (such as automation, access, API connectivity, containerization and other PaaS and IaaS services) and submits recommendations for solutions and coordinates with APEX team and customers. The Systems Administrator will work closely with APEX team members and other HHS departmental areas that involve cross-functional agency coordination to onboard applications to the APEX solution, integrate with cloud services, and ensure cloud tagging is aligning with HHS best practices and DIR standards. 25%
- Participates in accurately evaluating, tracking and inventorying cloud services for cost and cloud sprawl. This position will support and analyze cloud requirements and usage, leveraging schematics, metrics reports and flowcharts. Diagnosing, confirming and resolving cloud tagging issues and roadblocks. Will work closely with DCO and possibly financial teams to ensure HHS tagging is aligned with DCS standards and best practices to track, allocate, and manage cloud costs. 25%
- Evaluates and assists with automated processing and improves existing hosted cloud systems to ensure services are secure, standardized, and aligns with APEX best practices. Helps address quality control for the overall APEX hub and spoke solution. Will assist with APEX platform checks (Daily, Monthly, and Quarterly). 25%
- Responsible for supporting DCO APEX cloud customers and trading partners in creating credentials, troubleshooting access and connectivity for IaaS and PaaS services (such as: Windows/Linux OS, Postgres, Blobs, EC2, S3Bucket, SQL Server, Data Factory, AWS platform Services, etc.). 20%
- Other duties assigned include but are not limited to actively participating in Data Center Operations efforts such as policy and procedure review and/or serving in a supporting role to meet the agency’s obligations for federal and state audits and disaster recovery. 5 %
Knowledge, Skills and Abilities (KSAs):
- Knowledge of IT systems and HHS enterprise applications, integration, implementation, and administration.
- Knowledge of cloud ecosystems, cloud technologies and services available from major cloud services providers (AWS, Azure, GCP and OCI).
- Knowledge and hands-on experience of Microsoft business computer applications.
- Knowledge of National Institute of Standards and Technology (NIST) security best practices.
- Basic Knowledge of human-readable (YAML, JSON, XML, etc.) and understanding of command-line interface (Bash, PowerShell, Batch file processing) languages. Understanding of computing logic and specifications, and software support. Basic knowledge of SQL and database structures.
- Knowledge of technical approaches used to deliver IT products, such as waterfall and agile (scrum) methodologies and BMC Helix IT Service Management (Helix).
- Skill in written and verbal communications with a high level of effectiveness.
- Ability to think and act strategically and proactively. Technical and critical analysis, and decision making.
- The ability to work with a significant degree of independence to deliver work within defined schedules, cost and quality.
- Ability to coordinate multiple assignments/projects, set priorities, and meet deadlines.
- Ability to lead the creation of best practices and procedures.

Initial Screening Criteria:
- 1+ years of IT customer service experience. (Required)
- Hands-on experience in one or more areas: Cloud Engineering, IT Adminstration and/or Support, Cloud Application Development, Cloud Security, IT Audit, Cloud Infrastructure Services, or Cloud Database. (Required)
- Experience with ITIL framework. (Preferred)
- Graduation from an accredited four-year college or university with coursework in computer science, management information systems, or a related field is preferred. Equivalent experience may be substituted year-for-year.
