Accountant V:
This position reports to the Cash Management Appropriations Manager and performs highly complex (senior-level) accounting work. Work involves preparing and/or overseeing the preparation of financial analyses and reports; establishing, maintaining, and/or overseeing accounting systems, procedures, and controls; and preparing and/or overseeing the preparation of agency budgets. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Analyzes and recommends improvements, adaptations, or revisions to the accounting system and accompanying procedures. Coordinates data compilation for annual financial reports, which may include working with the Office of the Comptroller of Public Accounts’ Financial Reporting Section to compile the statewide Annual Financial Report.
Develops, coordinates, or produces complex reports for monitoring and reporting agency financial information.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Performs advanced accounting work related to cash management. Compute, process, monitor and manage general ledger entries. Perform research on and resolve cash management general ledger accounting financial problems and questions as required.
Performs advanced accounting work related to monitoring the budgets and maintaining adequate cash and authority balances for all supplemental appropriations.
Prepares various reconciliations of accounts, funds, and appropriations related to cash management to ensure corresponding balances and report findings. Monitor and reconcile accounting information from CAPPS FIN and external sources to ensure the integrity of the data related to cash management in the general ledger.
Serves as liaison or contact person with agency staff, contract staff, budget office, program staff, state auditors and federal representatives in areas of cash management.
Ensures the integrity of cash management data in CAPPS FIN and USAS by analyzing processes and internal controls. Recommends and implements changes as necessary.
Participate on special projects as required or requested and other duties as assigned. These tasks may require coordination with staff within the agency, other state or federal agencies, or outside entities.

Knowledge Skills Abilities:
Knowledge of financial administration, budget control, and fiscal accounting; of governmental accounting; of budget control methods, policies, and procedures; and of laws and regulations pertaining to fiscal operations.
Skill in the use of a computer and applicable software.
Extensive Excel experience.
Ability to interpret accounting policies and procedures, to set up accounting systems, to interpret laws and regulations, to apply accounting theory, to communicate clearly and effectively, and the ability to work independently.
Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in accounting, finance, business, or a related field is generally preferred. However, each year of experience may substitute for one year of college on a year for year basis, for up to four years.
Experience with Automated accounting systems.
Experience reconciling complex accounting systems.
