In your role as a management analyst on the CFO Strategic Engagement Team, you will analyze data using MS Excel, Power Query, Pivot Tables, Power Pivot, lookups and more. Then you’ll tell the stories you glean from that data in CFO newsletters, emails to staff and messages to agency leadership.
HHSC is looking for a creative thinker, who will turn great ideas into reality by analyzing, coordinating, developing, monitoring, and reporting on progress and achievement. We’re looking for someone who’s confident in telling a story with numbers and words. It’s not enough to find the trends, you’ve got to explain them too.
Our management analyst plays several critical roles:
Developing reporting tools for budget, workforce, travel and other data sets.
Writing newsletter articles, staff messages and talking points for CFO staff, including executive leadership.
Providing training and guidance on data collection and analysis
Reviewing and improving workflow processes
Preparing and maintaining policy and procedure manuals to improve efficiency.
Monitoring the effectiveness of reporting initiatives.
We need your initiative to take on new challenges to improve the CFO Division, and we’ll give you the support you need. You will perform advanced (senior level) professional organizational and data analysis work. You’ll need good independent judgement and plenty of drive.

Essential Job Functions (EJFs):
Be on time and be ready to dig in. For the most part, you’ll have a regular schedule, but we’ll need some flexibility on your part during the Texas legislative session because you’ll help manage the flow of bills that might affect HHSC.
(25%) You’ll collect, analyze and present data in areas such as workload, operational, business, and managerial practices, staff utilization, organizational structure and development; and space utilization in addition to tracking and analyzing other administrative data.
(25%) You’ll write articles for the CFO newsletters highlighting good work, new trends and all the news staff needs, as well as pieces for the Executive Update which goes to agency leadership and ad hoc messages to a variety of audiences, including speeches for leadership.
(20%) You’ll use your creative and data skills to analyze data to build and monitor a metrics dashboard for an executive audience.
(10%) You’ll research and develop training materials, recommend and conduct division training, and collaborate on Coffee Break topic development and presentations.
(10%) You’ll research historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated.
(10%) Finally, you’ll monitor and review current department workforce-related organizational, procedural or operational systems for effectiveness and efficiency and to ensure they conform to established guidelines. You’ll lead or assist with projects to improve data collection, organization, analyzing and presenting training, skills development to other CFO staff.
Knowledge, Skills and Abilities (KSAs):
Strong writing and editing skills.
Skill developing and writing procedures for workflow processes.
Skill using software, including MS Excel (pivot tables, VLOOKUP, nested IF Statements, mid-level to advanced formulas, etc.), Power Query, Power Pivot, Visio, Access, PowerPoint, Word.
Ability to analyze problems and recommend alternative solutions.
Ability to independently develop efficient workflow processes.
Ability to develop and interpret policies and procedures.
Ability to design and conduct training.
Ability to write concise reports in plain language.
Ability to analyze data and present findings.
Knowledge of the analysis, evaluation, development and implementation of policies and procedures.
Knowledge of data analysis and data interpretation techniques.
Knowledge of process improvement techniques.
Ability to maintain confidentiality.

Initial Screening Criteria:
Bachelor’s degree. Experience and education may be substituted for one another.
One year’s experience analyzing workforce, budget, financial or other large data sets.
Experience with Microsoft Excel, Tableau, or similar data analysis software preferred.
