Brief Job Description:
Data Analyst IV performs highly advanced (senior-level) data analysis, consultation, and technical support to the Child Care Regulatory (CCR) Division at HHSC. The data analyst provides support for the research, development, analysis, and implementation of data collection and report management. The data analyst identifies and develops program improvement protocols that are consistent across CCR and coordinates the development, review, and implementation of data-based projects such as caseload management, leadership initiatives, and strategic planning. The data analyst assists in prioritizing and supports performance improvement tasks/projects by gathering and analyzing program performance data, determining trends, and conducting needs assessments. The data analyst serves as a liaison for internal and external audits, Texas Workforce Commission, CLASS team, Regulatory and Specialty Data Analytics, and cross agency committees. This position serves as a member or interacts with and provides data information to internal agency staff and external stakeholders such as child care providers, advisory committees, other state agencies, and other professional and community groups. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
- Researches, collects, organizes, analyzes, and prepares data reports in response to internal and external requests for information and inquiries from internal and external stakeholders. Oversees the production and implementation of reports and performance measures often with short timeframes.
- Consults with and provides high-level technical assistance to regional and state office CCR staff and management, other agency programs, other governmental agencies, and the general community about child care and child care regulation. Interprets and analyzes data to provide all staff with data-driven consultation and technical assistance.
- Assists in prioritizing and supporting performance improvement projects such as new and innovative rules, policies, and practices for the CCR program. Analyzes data, trends, and other reports to identify and plan improvements to the CCR program. Ensures policy compliance by identifying and solving policy compliance issues.
- Serves on workgroups to discuss requested reports, develop new programs, develop performance measures, provide expertise on child care regulation, and implement automation and policy changes.
- Through continuing education, employee has maintained current knowledge of child development, regulatory practices, health and safety, applicable law and rule, and related fields to support the mission of CCR.

Knowledge, Skills and Abilities (KSAs):
- Knowledge and experience in child care regulation
- Knowledge and experience in management, supervision or leading projects
- Knowledge of applicable laws and rules related to the regulation of child care operations
- Skill in using common computer applications including word processing, the internet, electronic mail
- Intermediate to advanced skills in using reporting tools, including MS Excel, MS Access, Oracle SQL
- Ability to analyze facts and use statistical analysis and other reports to identify and measure program effectiveness
- Skill in effective written communications including the ability to write procedures, formal communications and to prepare clear and concise reports
- Skill in effective verbal communication including public speaking and responding to media inquiries
- Ability to plan and lead special projects and to oversee the work of others
- Ability to make sound decisions under pressure and to work independently with minimal supervision
- Skill in establishing and maintaining effective working relationships
- Ability to work with diverse groups of people
Registrations, Licensure Requirements or Certifications:
None
Initial Screening Criteria:
- Bachelor's degree from an accredited college or university.
- Child Care Regulation program experience or related field experience preferred.
- Two years of fulltime experience in data analysis, compilation, and/or reporting work.
- Experience with Oracle, SQL Developer, and/or Tableau is preferred.
- Knowledge of Excel including use of pivot tables.
- Experience and education may be substituted for one another, up to four years.
