This position is a temporary, time-limited grant-funded position in response to the 2025 Central Texas Floods declaration.
The Federal Emergency Management Agency (FEMA) provides Crisis Counseling Assistance and Training Program (CCP) grants fund mental health assistance and training activities provided in counties following a presidentially declared disaster. These grants are based on local needs and developed in collaboration with local mental health and behavioral health authorities (LMHAs/LBHAs) in the affected regions.
Disaster Behavioral Health Coordination (DBHC) administers this grant program using a programmatic and fiscal structure. Under the direction of Disaster Behavioral Health Coordination’s (DBHC) CCP Manager, the Program Coordinator plans, develops, implements, and reports on the CCP grantee’s community-based outreach projects and programs. This position (1) consults with contracted grantees to ensure grant program goals are met and deliverables achieved; (2) develops schedules for programmatic activities and trainings; and (3) conducts field visits, schedules monitoring visits and desk reviews. The Program Coordinator will provide technical assistance to grantees, prepare and submit required reports and conduct grant closeout activities.
This position will actively collaborate with the CCP Fiscal team to ensure consistent coordination of grantee planning and response practices. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Work involves planning, developing and implementing disaster assistance program services, providing consultative services and technical assistance to LMHAs/LBHAs grantees, governmental agencies, community organizations, or the public and coordinating the collection, organization, analysis, and preparation of materials in response to requests for program information.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Uses extensive latitude for independent judgment to resolve challenges and eliminate barriers as they arise effectively. Provides senior-level consultative services and technical assistance to contracted LMHAs/LBHAs and agency leadership regarding grant deliverables, program planning and implementation, and monitoring. Acts as a liaison between internal and external stakeholders. Guides a team responsible for examining recommendations that address policy and program matters related to the implementation, enhancement, expansion, or reduction of federal disaster funding initiatives. Develops and maintains positive relationships and effective communication with funders, service providers, the CCP team, internal, and external stakeholders.
Delivers federal disaster consultative services and technical assistance to agency leadership related to planning, implementing, and monitoring of related programs and services. Involves a range of technical, training, research, planning, policy, program assessment, and administrative activities related to federal disaster funding. Responsible for monitoring program objectives, progress, deadlines, and achievements. Reports to agency leadership on efforts to meet local needs and support local service infrastructure.
Ensures adherence to federal disaster program policies, procedures, statutes, and regulations as stipulated by FEMA and SAMHSA requirements, as well as the award. Develops and implements effective methods for evaluating the federal disaster program. Analyzes program operations to identify problems and prepares reports that include findings and recommendations. Prepares and evaluates federal disaster budget requests and conducts specialized research projects. Responsibilities may encompass work with community and professional groups to coordinate, improve, and secure financial support for federal disaster funding. Provides clear explanations of program and agency statutory requirements.

Monitors and analyzes program operations to identify performance and compliance gaps, generating recommendations and preparing reports based on the findings. Provides consultative services and technical guidance to service providers to ensure the fulfillment of grant programmatic goals and deliverables. Conducts field visits, facilitates meetings with service providers, schedules monitoring visits and desk reviews. Plans, develops, coordinates, and manages community outreach initiatives related to federal disaster funding, evaluates program effectiveness, and reports findings.
Conducts federal disaster surveys and reviews to mitigate compliance risks with certification requirements, laws, regulations, and policies. Consults with public and private agencies to enhance program effectiveness, resolve operational challenges, and identify and report training needs related to the federal disaster program. Determines trends and resolves operational issues related to federal disaster funding. Responsible for identifying and reporting training needs to the CCP Manager.
Prepares and submits compliance reports, conducts grant closeout activities, and maintains accurate and timely records of all grant-related correspondence, contracts, and documentation. Analyzes and manages the collection and analysis of materials. Delivers presentations, training sessions, and reports to various audiences on CCP services, disaster recovery activities, and related programs, projects, and grants. Develop schedules for programmatic activities and training related to federal disaster program. Organizes and prepares materials in response to requests for program information and reports related to the federal disaster funding.

Initial Selection Criteria:
Graduation from an accredited four-year college or university with major course work in psychology, social work, human services or any related field preferred, plus one year of relevant work experience in the social services field. Graduate level education may be substituted for experience.
Ability to travel up to 30% and/or as needed to meet grant deliverables.
Ability to work hours other than 8:00 AM -5:00 PM, including nights, weekends, and holidays in support of the program and agency mission.

Positions advertised with this position description are temporary and will only be filled after a disaster declaration. Multiple vacancies for this position. Management is recruiting to identify qualified candidates who may be hired on short notice to fulfill operational requirements in the event of a federal disaster.
DBHC is currently 100% telework, with occasional, scheduled office visits as directed by leadership. Telework is governed in accordance with agency and division telework policy and is subject to change at the discretion of leadership. This position is not a remote work position. Candidates must live in the Austin Metropolitan area.
Ability to work the hours 8 AM – 5 PM, Monday through Friday, and be flexible to work alternate work hours as needed. The job requires working beyond normal working hours, including holidays and weekends, when necessary, and frequently following an emergency, incident, or disaster declaration with little to no prior notice. An individual must be able to work under stressful situations and long hours as part of a deployed team. Individuals are required to monitor program communications via iPhone, text message, and email and promptly respond accordingly.
