Brief Job Description:
Functions as the Facility and Warehouse Services (FWS) Business Services Manager (BSM), Manager III, under the general supervision of the FWS Director Deputy Director, the BSM administers and directs business support services including facility management, security, repairs, space requests, office moves, and asset management. Responsible for employing appropriate organizational and management skills to carry out policies, procedures, and standards. Performs complex managerial work providing direction and guidance for the daily operations and tasks performed by the Business Services Officers (BSO), and in some cases Facility Support Technicians (FST’s), Warehouse staff, and Document Service Staff. Plans, assigns, supervises, and evaluates the work of others. Monitors staff assignments and successful completion of tasks utilizing the Computer Aided Facility Management (CAFM) System. Creates and sends emergency alert notifications to employees using the HHS Emergency Notification and Alert System. Develops and maintains good working relationships with staff, peers, management, vendors, community leaders, advisory groups, and elected officials including county judges and state legislators. Often represents FWS on committees and workgroups and at agency and community meetings. Assist other Agencies in coordinating facility related projects to meet the needs of the program and their client service initiatives.

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Operations Management - Manages the Business Services Officers for HHS offices in region 00. Establishes goals and objectives; develops schedules, priorities and standards for accomplishing all tasks related to office maintenance, staff moves, space planning, security, safety inspections, vulnerability assessments and disaster support functions. Includes development of procedures and processes to meet agency and customer needs. Conducts daily meetings with staff to convey priorities and special instructions, as well as bi-monthly meetings with entire staff to ensure consistency in procedures and service delivery. Coordinate’s activities to ensure optimum safety, efficiency, and effectiveness. Utilizes the Computer Assisted Facility Management (CAFM) system daily for assigning and tracking completion of work orders. Also utilizes CAFM for receiving and reviewing safety/security concerns from local offices; uses the Security Incident Tracking (SIT) module in CAFM to assess severity of situation, determine if Incident Management Team (IMT) involvement is required, and initiate actions such as increased security guards, safety planning, or no-trespass notices to individuals posing a risk to staff. 40%
Personnel Management - Direct management of the Business Services Officers within their assigned region. Develops and approves schedules, priorities, and standards for achieving unit responsibilities; manages performance evaluation activities for all unit staff, including merit awards and any needed disciplinary actions. Conducts regular unit meetings and communicates information to staff to assist them in the completion of daily activities and assignments. Organizes, trains and develops staff to meet operational requirements. Responsible for approval of time and leave requests. Exercise’s problem solving and conflict resolution skills. Reviews and edits job descriptions for audits and job postings, conducts interviews for the selection process, manages the hiring and firing process. Monitors employee work tasks to ensure timely and successful completion. Coaches and mentors’ employees for safe work practices, efficient task completion, and quality customer service. 20%
Process Management - Continuous evaluation of FWS processes to determine best practices, identify inefficiencies, and consult with peer managers on process improvements. Reviews proposed policies, legislation, and new procedures for impact to the unit operations. Leads the implementation of any new rules, policies, legislation, or regulations required for compliance. Prepares productivity/performance reports, conducts internal reviews, participates in internal audits to monitor, and ensure efficient and compliant procedures. Communicates with staff, customers, and management to share information, answer inquiries, resolve issues, and escalate cross-department concerns. Maintains current knowledge of all HHS agencies and any unique program requirements in order to provide the most appropriate customer service; attends regional management meetings, conducts tenant council meetings, participates in agency workgroups; communicates regularly with local office coordinators and program representatives to promote consistent practices among offices. 20%
Communication Management - Maintains working relationships with property managers for leased buildings and with building managers from Texas Facilities Commission (TFC) for state owned buildings. Also develops and maintains good working relationships with all other HHS office safety and location stakeholders including community partners, law enforcement, fire and safety officials, and elected officials in the county and at the state level. Communicates frequently to negotiate building improvements, lease specifications, repair costs, and vendor performance issues with the property/building managers who represent the building owners. Ensures any requests for lease changes are complete and meet TFC requirements. Advocates with TFC for the needs of HHS program areas in specifications for added space in existing leases or procurement of new space. Ensures program leadership is informed when building maintenance or office moves will impact employees while at work. Keeps higher management informed of any issues that may be escalated or may impact the overall division or agency. Is an authorized user of the Emergency Notification and Alert System to create emergency alerts to employees in offices affected by security incidents and to notify employees of office closure details. Authorized to represent FWS on committees and workgroups and at agency and community meetings. 20%
Knowledge, Skills and Abilities (KSAs):
Considerable knowledge of local, state, and federal laws and regulations relevant to business services, facility operations and contract management.
General knowledge of the programs of the Texas Health and Human Services agencies.
Knowledge of the principles of effective management, to include organizing, coordinating, planning, scheduling, and implementing initiatives.
Skill in both written and oral communications.
Skill in the use of standard agency computer hardware and software such as Microsoft Office Suite.
Skill in the use of agency applications CAFM, SCOR, and CAPPS for oversight and management of tasks, contracts, and personnel.
Ability to establish program goals and objectives.
Ability to manage multiple tasks requiring flexibility in work prioritization.
Ability to identify problems, develops and evaluates policies and procedures, and implements effective solutions.
Ability to develop clear and concise reports.

Registrations, Licensure Requirements or Certifications:
Valid Class C Texas Driver’s License.
Initial Screening Criteria:
High School diploma or GED is required. Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another on a yearly basis. Experience in computer usage including Microsoft Office Suite. Preferred experience in gathering, analyzing, presenting statistical data, and producing statistical reports. Recent experience supervising the work of others. Recent experience developing guidelines, procedures, and rules. Recent experience in facility management and leasing procedures.
Additional Information:
Recent experience includes experience within one year prior to the application closing date. Ability to work outside normal business hours as required, which may include responding to facility related emergencies. May assist with emergencies/disaster situations throughout the state.
