Brief Job Description:
The Business Information Architect serves as a strategic business technology leader, bridging enterprise business needs with technical solutions. This role combines business architecture, analysis, and solution design to develop application roadmaps, modernization strategies, and transformation plans that align with agency priorities. The position partners with stakeholders, technical architects, and IT leadership to understand business needs, define requirements, and shape end-to-end solution architectures—including cost, risk, and value considerations—across large, complex enterprise initiatives.
Essential Job Functions (EJFs):
(30%) Developing IT roadmaps that align technology solutions with business objectives and process improvements is a key responsibility. This involves partnering with program areas to gain a deep understanding of business needs and to identify opportunities for modernization and optimization. Additionally, the role requires the application of enterprise architecture standards to conduct strategic planning, alternatives analysis, and risk management, ensuring that all initiatives support long-term organizational goals.
(25%) Performing business, systems, and legislative analyses to identify challenges and develop optimal solutions is a critical aspect of the role. The position works closely with technical architects to ensure that business requirements are effectively translated into comprehensive solution architectures. Additionally, the role involves recommending technical and product strategies that align with and support enterprise objectives. Advising stakeholders on how proposed solutions impact workflows and guiding them through successful implementation are also key responsibilities.
(25%) Designing end-to-end solutions involves integrating both business and technical requirements, estimating costs, and planning necessary resources. Collaboration with IT teams is essential to implement projects across different systems. It is important to ensure that all solutions conform to specified requirements, follow established standards, and remain within budget constraints.
(10%) Reporting & Documentation-Responsibilities include preparing comprehensive technical strategies and detailed project plans, as well as creating diagrams, charts, and reports that illustrate both current and proposed systems. Additionally, the role involves analyzing costs, benefits, and completed tasks to provide critical information that supports executive decision-making.
(10%) Leading and coordinating team workflows to ensure successful achievement of both project and organizational objectives. Responsibilities also include supervising and mentoring staff as necessary, as well as performing duties that support enterprise modernization initiatives.
Knowledge, Skills and Abilities (KSAs):
- Deep knowledge of business process modeling, capability mapping, requirements management, and enterprise architecture principles.
- Demonstrated experience leading large-scale transformation projects, including legacy system modernization, application rationalization, and cloud adoption initiatives.
- Understanding of enterprise platforms, SaaS solutions, cloud services (AWS, Azure, GCP), and system integration patterns. Knowledge of the limitations and capabilities of IT systems, including hardware, operating systems, and software.
- Strong knowledge of SDLC methodologies (Agile, Waterfall, Hybrid) and experience applying them to complex enterprise projects.
- Hands-on experience with requirements and collaboration tools such as JIRA, Azure DevOps, Confluence, or ServiceNow.
- Familiarity with data governance, reporting, and analytics platforms that support strategic decision-making.
- Proven ability to lead cross-functional teams, manage vendors, and partner with technical architects to design cost-effective solution architectures.
- Skilled in managing multiple priorities, developing roadmaps, conducting alternatives/risk analyses, and facilitating alignment across diverse stakeholders.
- Exceptional ability to communicate complex business and technical concepts clearly in verbal, written, and visual formats to executives, business leaders, and technical teams.
- Ability to guide and mentor junior analysts, promote best practices in business analysis and architecture, and foster a culture of continuous improvement.
- Strong analytical and problem-solving skills; ability to troubleshoot complex business and technical issues, and design optimal solutions.
- Ability to oversee, review, and coordinate the work of others to ensure alignment with enterprise strategy and standards.
- Knowledge of the limitations and capabilities of computer systems, the techniques used in the design of non-automated systems, information technology equipment, applicable programming languages, computer hardware and software, computer operating systems, writing program code, and automated mapping.
- Skill in solving problems; in scheduling, testing, installing, and implementing programs; and in troubleshooting computer systems.
- Ability to analyze systems and procedures, to write and revise standards and procedures, and to communicate effectively.
- Ability to oversee and/or supervise the work of others.

Initial Screening Criteria:
• Bachelor's degree in business administration, Computer Science, Information Systems, or a related field (or equivalent work experience on a year for year basis).
• Minimum of 8 years of progressive experience in business analysis, enterprise/business architecture, or large-scale IT transformation projects.
• Experience developing business capability models, application roadmaps, or modernization strategies preferred.

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.

• This is a hybrid position based in Austin with at least three (3) days in the office required. Selected candidate must be willing to commute to the office on the required days.
