Brief Job Description:

Performs highly complex to advanced (senior-level) business continuity, emergency management, and disaster recovery planning and research work.  Work involves developing local, regional, or state plans or programs; developing procedures for implementing plans or programs; and developing procedures for measuring progress.  May assign and/or supervise the work of others.  Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

 

Essential Job Functions (EJFs):

  • Leads agency-wide implementation, coordination and testing of the agency strategic business continuity plans which includes conducting continuity and preparedness related training for staff, performing post-incident analyses and implementing corrective action.
  • Serves as the agency's primary point of contact on business continuity issues including activities related to disaster management when events occur resulting in an interruption in service delivery in one or more agency offices or to any essential functions.
  • Develops all associated plans, policies, procedures and reports for the agency strategic approach to continuity of operations activities which includes conducting business impact analyses. Updates continuity plans annually, conducts continuity projects and initiatives and provides technical consultation, ensures activities are in compliance with federal and state laws and regulations.
  • Advises department leadership on planning problems and technical phases of comprehensive planning projects.
  • Monitors participation in business continuity plans and assists agency partners in matters related to the plans and programs.
  • Serves as liaison with federal, state, and local agencies to coordinate continuity and restoration activites, plans, and services.

Knowledge, Skills and Abilities (KSAs):

  • Knowledge of government organization and administration; planning, formulation, coordination, and implementation methodologies; and disaster recovery concepts. Knowledge of safety program management, disaster recovery concepts.
  • Knowledge of principles of continuity of operations and best practices.
  • Skill in the use of personal computers and software applications, including automated information tracking systems.
  • Skill in presentation and consultation.
  • Skill in gathering and analyzing accurate and relevant information.
  • Ability to analyze agency policies and programs for compliance with applicable state and federal statutes, standards, rules, and business continuity guidelines.
  • Ability to train others.
  • Ability to exercise initiative and creativity and manage competing priorities.
  • Ability to maintain effective working relationships within and outside the agency with persons having all levels of skill and education.
  • Ability to identify problems, evaluate alternatives, and recommend effective solutions.
  • Ability to communicate effectively, both verbally and in writing and effectively deal with situations requiring quick turnaround and immediate attention.
  • Ability to provide excellent customer service

Registrations, Licensure Requirements or Certifications:

Federal Emergency Management Agency (FEMA) Level II Master Continuity Practitioner, or ability to obtain within the first year of employment

 

Initial Screening Criteria:

Graduation from an accredited four-year college or university with a bachelor's degree. Experience and education may be substituted for one another on a year-for-year basis.

Three years or more experience in program coordination and/or management or related field

 

Preferred Criteria:

Three years or more experience in business continuity or a related field
