Brief Job Description:        
The Product Owner (Business Analyst III) position reports to the Director of Application Development. This role provides advanced leadership of product planning for web-based enterprise solutions by creating a product vision and launch strategy. Performs mid-level analysis and collaboration with various teams and stakeholders to solve complex business process and system solutions. We are looking for a dedicated Product Owner who is passionate about building technology products that customers love. You will join a dynamic and fast-paced environment and work with cross-functional teams to design, build, and rollout products that deliver value to the citizens of Texas and align with the vision and strategy of Health and Human Services (HHSC).

This position works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Serves as the voice of the customer for HHSC agencies.

Essential Job Functions:   
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Oversees, develops, and manages various enterprise systems’ product backlogs. Translates product strategy into detailed requirements and prototypes. Creates buy-in for the product vision both internally and with key external partners. Gains a deep understanding of customer experience, identifies, and fills product gaps, and generates new ideas that enhance the solution to improve customer experience and drive value. Works closely with engineering teams to deliver with quick time-to-market. Acts as a product evangelist to build awareness and understanding. Creates and maintains an actionable and estimated body of requirements that have been prioritized in collaboration with stakeholders. (40%)

Oversees communications and coordination efforts with HHSC agency executives, project managers, and subject matter experts. (20%)

Provides mid-level analysis of complex processes and functional requirements for state and federal partners to meet strict mandates. (20%)

Collaborates daily with manager to ensure product roadmaps and delivery of features follows a predictable and steady pace through daily stand-up meetings, product planning meetings, and other key ceremonies. (15%)

Knowledge Skills Abilities:
Knowledge of large-scale IT operations and information technology industry trends.
Knowledge of process or systems analysis and design work.
Knowledge of Software Development Lifecycle (SDLC) process for report development.
Knowledge of software usability concepts.
Skill in interpersonal relationships, including the ability to work with people under pressure, negotiate
among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various levels of personnel in governmental entities.
Skill in troubleshooting, performance tuning, and problem-solving.
Skill in verbal, written, and presentation communication.
Ability to provide technical assistance by responding to inquiries from others regarding errors, problems, or questions about programs.
Ability to build consensus across multiple teams and working with teams located in different geographic locations.
Ability to provide excellent customer service.
Ability to accurately track time spent working on projects, as well the ability to accurately estimate changes or enhancements.

Initial Criteria:
Minimum of 7 (seven) years of experience in a Business Analyst/Product Manager role.
Minimum of 7 (seven) years of experience working on complex enterprise-wide applications.
Minimum of 2 (two) years of experience in Agile software development methodologies.
