The Business Analyst III is a lead position that provides core IT support for the analytical needs of the Pharmacy Rebates and Business Analysis (PRBA) section of the Vendor Drug Program (VDP) within Medicaid-CHIP Services (MCS) at Texas Health and Human Services.

Assists with preparing, planning, developing, organizing, and coordinating the procurement of technology vendor services and tasking existing vendors to implement VDP projects to support the program. May perform some contract management activities as needed while working with internal and external stakeholder organizations involved in VDP initiatives. The role supports all aspects of VDP systems, including planning, coordination, implementation, management, leading projects, and effective communication related to the analysis of plans, deliverables, and data. This position is responsible for advanced work in contract management, project management, and stakeholder communications.

The Business Analyst III performs comprehensive business analysis work including gathering, developing, and documenting user requirements; reviewing and refining business processes; creating and validating user acceptance testing; providing post-implementation system support; and supporting the full systems development life cycle. The role is also tasked with analyzing and monitoring program requirements and projects to identify operational trends, as well as conducting complex monitoring and analysis of vendor performance and ensuring compliance with state and federal laws, rules, regulations, and guidelines.

Advanced facilitation skills are essential, with knowledge in presentation, innovation, change management, communication, negotiation, conflict resolution, individual/group dynamics, persuasion and leadership are also required. The position must be able to work with tenacity, resolve, and diplomacy. This position works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

* Position is required to work in the office building per scheduled days and subject to established policies.

The selected candidate should be in the Austin area to meet the “in office” work requirement. *

 

Essential Job Functions:
EJF1

(20%) Assists with preparing, planning, developing, organizing, and coordinating the procurement of technology vendor services and tasking existing vendors to implement VDP projects to support the program; may perform some contract management activities as needed while working with internal and external stakeholder organizations involved in VDP initiatives.

EJF2

(20%) Leads or assists necessary aspects of the VDP systems by performing analysis of complex technical and business processes, identifying efficiencies and helping to prioritize needs. Coordinates the gathering, development, and documentation of all requirements through work sessions/user story workshops. The BA works in partnership with VDP system analyst and subject matter experts. Including: planning, coordination, implementation, management, leading projects, and effective communication related to the analyses of plans, deliverables and data. May perform project management activities as needed.

(10%) Documents all data sources that make up VDP systems to assess impact and assist in training staff if necessary. Research and analyze available technologies and products and provide evaluations of different products and implementation strategies and advisement on system standards.

(10%) Prepares and develops reports, internal policies, procedures, guidelines and facilitates cross coordination and analysis to automate internal processes for streamlined decision making.

Responds to inquiries and provides program guidance for the implementation of new agency projects and system changes related to VDP.

Assists with Advanced Planning Document (APD) preparation, reporting, and monitoring for project funding and initiatives.

(10%) Performing complex monitoring and analysis of vendor’s work and their compliance with state and federal laws, rules, regulations, and guidelines; and presence of adequate documentation.

(10%) Analyze and monitor program requirements and program projects to identify operational trends and perform complex monitoring and analysis of vendor’s work and their compliance with state and federal laws, rules, regulations and guidelines.

(10%) Perform and manage user acceptance testing by ensuring adequate test cases exist and all user acceptance criteria are met.

Knowledge Skills Abilities:

  • Knowledge of the software development life cycle (SDLC) and systems development life cycle concepts.
  • Proven ability to review and evaluate vendor plans and deliverables for contract oversight, and to elicit and document program requirements through requirements gathering sessions and user story workshops.
  • Knowledge of procurement planning, developing, organizing, and coordinating the procurement of technology vendor services and tasking existing vendors to implement VDP projects to support the program.
  • Ability to translate and communicate user and business needs into technical requirements and to communicate technical instructions to system users.
  • Proficiency in business analysis methodologies, in analyzing and evaluating information technology applications, policies, and program requirements; and developing innovative and practical solutions to complex problems and identify operational trends.
  • Experience in leading or assisting with planning, developing, coordinating, implementing, and monitoring projects; knowledge or skill in project management.
  • Experience or familiarity with procuring the services of technology vendors.
  • Experience with developing program processes and procedures.
  • Skill in using software tools (e.g., MS Word, Excel, Access, Outlook, Visio), ability to learn ad hoc query software, and exposure to datasets and database structure to organize data for advanced analysis.
  • Skill in translating technical information into easily understandable documentation and oral presentations for agency execution, elected officials and the public.
  • Ability to gather, assemble, correlate, and analyze facts; to develop and evaluate policies and procedures; to plan, implement, and coordinate agency programs.
  • Strong interpersonal skills, including the ability to work under pressure, negotiate among multiple parties, resolve conflicts, and establish effective working relationships with personnel at all levels within governmental entities and among program stakeholders.  
  • Knowledge of Texas Medicaid administrative policies, regulations, and laws as they apply to the VDP, particularly in terms of pharmacy law and regulations.

Initial Selection Criteria:

  • Bachelor’s degree from an accredited college or university. Related work experience may substitute for the required education on a year-for-year basis with a maximum substitution of four years.
  • Minimum of 5 years of experience in an analysis role that required complex problem solving.
  • At least 2-3 years of experience in skills, such as requirement soliciting, software development, familiar with SDLC lifecycle (preferred).
  • Experience working with Texas Medicaid/CHIP programs required.
  • Experience with project management or contract development.
