Brief Job Description:

The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services (MCS) department seeks a qualified technical candidate to fill the position of Business Analyst (BA) III in the Acute Care Products & Governance team.

This position reports to the Manager of Acute Care Products & Governance team formerly OMCA Daily Operations within the Operations Management Division. The position will serve as a technical Product Owner (PO) and perform highly complex (senior level) business analysis work on program initiatives supporting Acute Care/Fee-for service system applications such as the Claims system (C21), Electronic Data Interchange (EDI), Prior Authorization system, and other internal and external facing systems.

This position performs Product Owner responsibilities in an Agile development environment. A PO is an expert who is experienced in product/system development and understands technical processes. Responsibilities will include leading initiatives that cross multiple program areas, teams, and vendors; overseeing the work products completed by other resources performing business analysis tasks such as research, business requirements gathering, and implementation coordination.

 

The position performs liaison activities bringing IT, program, and operational areas together to facilitate translation of business needs into system requirements. Responsibilities will include assisting with business requirements gathering, coordinating issues that impact multiple functions and stakeholders; and providing resolution through vendor consultation and communication.

 

The Product Owner bridges the gap between business requirements and technical implementation, acting as a liaison and technical subject matter expert between the product team, stakeholders, and the development team. The ideal candidate can work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

Product Owner– 80 %

Oversees Acute care/Fee-for service projects. Works closely with the development team(s), vendors, and other internal and external stakeholders to ensure alignment on stakeholder and product vision, requirements, and technical execution. Coordinates with state programs and vendors to determine priorities of project tasks, activities required to complete tasks, and critical impact on end users. Prioritizes features, stories, and other project activities, ensuring that the most valuable features and functionality are addressed first.

 

Assist with project scope planning, development of timelines, gathering business user requirements, and manages communications across HHSC program areas and vendor contacts. Contributes to the product/team backlog by working with the Product Development Team and Solution Architects to breakdown business epics into features, document stories, design details and acceptance criteria.

 

Supports all aspects of projects and/or assigned tasks according to scope, budget, and schedules. Assists with the development of project features and user stories; coordinating across several teams; and developing vision of product by assisting with defining features/user stories needed by business. Understands, anticipates, resolves, and escalates risks and issues by working with the project team to address potential issues and ensure the product's stability and quality.

 

Participates in internal Epic refinement sessions to prepare business epics and stories for technical breakdown and planning, ensuring all requirements are well understood by the Product Development Team.
 
Serves as an advisor to product team members, providing guidance on technical aspects and best practices. Serves as a liaison to facilitate collaborative work across MCS to identify effective solutions for projects impacting Acute Care products. Communicates across teams, vendors, program, and policy areas, and HHSC IT. Assists with coordinating and facilitating the analysis and determination of business needs and requirements for acute care system enhancement projects and modifications to complex automated systems and applications.

 

Works with project team to meet with business users to gather and document user needs and translates into business user requirements and establishes system modification priorities. Reviews expected outcomes to ensure that desired system results are achieved. Must be able to understand and communicate technical requirements, constraints, and progress to both technical and non-technical audiences clearly and effectively.

 

Carries technical knowledge into strategic conversations about the product/system change.

Business User Acceptance Testing – 10%

Coordinates and/or approves user acceptance testing within Acute Care systems prior to completion and implementation of projects. Assist with the development of business scenarios that test changes made to automated systems. Monitors the incorporation of system changes into the applications to be tested in the test environment and the testing of those changes to ensure that business requirements have been met. Monitors business end user testing and reviews feedback from users and results to ensure required system modifications meet business requirements. Tracks progress and status of testing and communicates risks and issues to management.

Participates in workgroups and public meetings regarding acute care program and policy issues, initiatives, and Medicaid program changes, and participates in special investigations, studies, and program analysis projects.

 

Oversees, monitors, and evaluates vendor contract requirements. Ensures compliance and determines whether contractors deliver services in accordance with the contract terms and requirements. Monitors requirements in accordance with internal specifications and required review frequency. 

 

Assists with creating and maintains Policy and Procedure documents based on established processes.

Registrations, Licensure Requirements or Certifications:

Leading SAFe® 6.0 Agilist certification or ability to obtain within six months.

SAFe® Product Owner Product Manager 6.0 certification or ability to complete within one year.

Initial Screening Criteria:

Required:

Experience performing analysis of complex automated systems and applications.

Experience facilitating work across multiple teams, technical staff and contracted vendors business needs and requirements for modifications to complex automated systems and applications.

Experience working with and leading discussions with Managed Care Organizations (MCOs) and Dental Maintenance Organizations (DMOs)

Experience working with HHSC Acute Care/Fee-for service Medicaid programs and systems.
Experience working in a project lead role overseeing business automation projects.
Experience in user acceptance testing.
Experience working with contracted vendors who perform application development.

Experience identifying, troubleshooting, and overseeing resolution of issues that impact systems.

Preferred:

 

Graduation from an accredited four-year college or university with major course work in information technology, business administration, or a related field generally preferred.

Experience working as Product Owner in an Agile Development environment.

Experience working with Texas Medicaid and Healthcare Partnership (TMHP).
