Brief Job Description:

This position supports day-to-day operations of the Administrative Applications Organization. Responsibilities include the ownership of internally scoped deliverables as directed by the Director of Administrative Applications which can include but are not limited to software renewals, budget actions, contractor renewals, audit deliverables, vulnerability remediation deliverables, technical debt, internal process and procedure reviews, and roadmap action items.

 

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

Manages procurement process for HHSC IT including budget items such as software renewals, budget actions, and contractor renewals. Responsible for assisting leadership with analyzing data, making calculations and preparing spreadsheets, projections, and reports related to the HHSC IT budget. Coordinates with HHSC IT budget staff to provide required information and attends monthly meetings. Identifies potential budget issues and develops recommendations for resolution. (40%)

 

Manages audit deliverables, vulnerability remediation deliverables, technical debt, internal process and procedure reviews, and roadmap action items. (20%)

 

Oversees, develops, and manages various enterprise systems’ product backlogs. Translates product strategy into detailed requirements and prototypes. Creates buy-in for the product vision both internally and with key external partners. Gains a deep understanding of customer experience, identifies and fills product gaps, and generates new ideas that enhance the solution to improve customer experience and drive value. Works closely with engineering teams to deliver with quick time-to-market. Acts as a product evangelist to build awareness and understanding. Creates and maintains an actionable and estimated body of requirements that have been prioritized in collaboration with stakeholders. (20%)

 

Scrum Master as needed which includes oversight and administration of the required Scrum ceremonies including daily stand-up, sprint planning, sprint review, sprint retrospective as well as other ceremonies and actions as required. This position will ensure compliance with policies and procedures including those established for Administrative Applications. (10%)

Registrations, Licensure Requirements or Certifications:

Preferred Certified ScrumMaster® (CSM®) or Professional Scrum Master

 

Initial Screening Criteria:

Graduation from a four-year college or university with major coursework in business or a related field. 

Work experience in the IT field may be substituted year for year for the education requirement with a maximum of four (4) years.

 

  • Minimum of 3 years of experience managing a large budget.
  • Minimum of 3 years of experience with procurement processes and procedures.
  • Minimum of 3 years of experience with software renewals.
  • Minimum of 5 years of experience working on complex enterprise accounts and database systems.
  • Minimum of 3 years of experience in an analysis role that required complex problem solving.
  • Minimum 2 years of experience in Agile software development methodologies.

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
