Brief Job Description:
The coordinator works under the direction of the Blind Children's Vocational Discovery and Development Program (Blind Children’s Program) policy and program development manager within the Health and Independence section. The coordinator performs senior level development of policy and training for the program, monitors the work of staff and conducts quality assurance case reviews to determine compliance with laws, regulations, policies and procedures. The coordinator provides training and mentoring to staff statewide and ensures adequate coverage of vacant caseloads. The position also represents the program at meetings, conferences, and seminars. The coordinator works under limited supervision with considerable latitude for the use of initiative and independent judgment.
This position is posted in Austin or Dallas for external candidates. This position may be located statewide for all current Blind Children’s Program staff. Position location may be flexible based on Health and Independence office availability.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
EJF 1. Develops and provides training and technical assistance for the Blind Children's Program staff to ensure quality service delivery. Facilitates on-the-job training for new hires within the required timeframe. Provides ongoing training and support for staff based on staff and program needs. (30%)
EJF 2. Coordinates and performs quality assurance activities related to Blind Children's Program service provision, including but not limited to case reviews, observation of staff and assessment of staff training needs. Evaluates compliance with program polices and provides input/documentation to supervisors that assesses staff's accomplishments, work progress and recommendations for professional development and growth. (15%)
EJF 3. Develops policies and procedures, which includes programmatic policy and procedure development, analysis, and implementation. (20%)
EJF 4. Coordinates and provides coverage for vacant caseloads as needed. (10%)
EJF 5. Provides input to program development, legislative analysis and policy based on program expertise related to case management systems, purchasing requirements, and the provision of direct services. Provides analysis and produces reports relevant to program development outcomes, quality assurance activities and training. (15%)
EJF 6. Reviews and evaluates information on service delivery system methods, outputs, and activities to identify and report on gaps in resources and recommends program improvements and/or initiatives to meet client needs. (10%)

Initial Screening Criteria:
- Bachelor's degree or higher from an accredited college or university
- Experience developing and delivering training
- Experience providing case management and direct services to children with disabilities
Preferred Criteria
- Master’s degree or higher from an accredited college or university
- Experience leading projects or workgroups
- Experience developing policy and procedures
- 2 years of experience working with children with disabilities
- Experience working with individuals with vision loss
