Financial Examiner III conducts moderately complex financial, non-audit desk reviews for the Health and Human Services Commission (HHSC), Financial Services Division (FSD), Provider Finance Department (PFD), Cost Report Review Unit (CRRU). Financial non-audit desk reviews are conducted to ensure compliance with regulations, specific instructions to the cost reports, and the Texas Administrative Code regarding Medicaid and Non-MedicaidCost Reports. Desk reviews are conducted to ensure the availability of accurate cost and statistical data for cost determination and accountability purposes for Medicaid and non-Medicaid services and supports programs. Financial non-audit desk reviews involve examining, investigating, and reviewing records, reports, financial statements, information systems, and management practices. Desk reviews involve leading, planning, scheduling,coordinating, conducting, and reporting cost/accountability report results. Desk reviews are performed in accordance with Government Auditing Standards issued by the US Government Accountability Office (as applicable); all work is performed in accordance with agency policies and procedures. Work is performed with limited supervision and considerable latitude for the use of initiative and independent judgment. May supervise thework of other auditors.

 

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policyand performs other duties as assigned.
1. EJF: Performs non-audit desk reviews of Medicaid and Non-Medicaid Cost andCompliance Reports submitted by contractors. Reviews are completed in accordance withdepartment policies and procedures and within assigned timeframes. (45%)
2. EJF: Manages workload by planning and organizing to ensure that the required numberof desk review projects are completed within PFD deadlines, policies, and procedures.(25%)
3. EJF: Prepares and issues non-audit reports, correspondence, and deliverables in a timelyand accurate manner in accordance with required professional standards. (15%)
4. EJF: May perform extended reviews or audits of Medicaid and Non-Medicaid Cost andCompliance Reports submitted by contractors. Audits are completed in accordance withGenerally Accepted Government Auditing Standards, department policies and procedures,and within assigned timeframes. (10%)
5. EJF: Completes additional or special projects as assigned by the Manager or Director.(5%).

 

Knowledge Skills Abilities:
- Knowledge of Government Auditing Standards (as applicable), Generally AcceptedAccounting Principles.
-Knowledge of Texas Administrative Code, applicable rules and regulations; policies andprocedures of the Commission; related legislative practices and procedures.
-Knowledge of office management practices, administrative procedures, accountingmethods, and accounting systems.
-Skilled in numerical and record analysis, verbal and written communication, research, andin handling multiple projects and meeting deadlines.
-Ability to lead projects and set priorities, and to plan, organize, and coordinate workactivities.

-Ability to identify problems, to prepare concise reports, to identify problems, evaluatealternatives and make sound decisions.
-Skilled in the use of MS Office applications; intermediate to advanced skill level withMicrosoft Excel.
-Knowledge of Health and Human Services programs, services, and procedures.
-Ability to interpret and/or implement policies and procedures.
-Skill in interpersonal relationships, teamwork and establishing and maintaining effectiveworking relatioinships with people at various levels of expertise.
-Ability to mange projects effectively and to produce quality work to meet deadlines.
-Ability to learn complex and detailed concepts.
-Ability to concentrate for extended time-periods on detailed documents or projects.

 

Registration or Licensure Requirements:
None. Candidates certified as a CPA, CIA, CGAP, CIGA, CFE and/or CISA are preferred.

 

Intial Screening Criteria:
Graduation from an accredited four-year college or university with major course work inaccounting, business administration, finance, economics, or related field is generallypreferred. Relevant accounting or audit experience may be substituted for education on ayear-to-year basis.
