Brief Job Description:
Under the direction of the Advisory Committee Coordination Office (ACCO) Director, the Appointments Specialist is responsible for providing direct support to the ACCO Director and Appointments Manager around the coordinating the planning, execution, and monitoring of projects associated with appointment activities.

The position:
Communicates with program, legal, web services and Office of Policy and Rules staff to help manage the appointments process for appointments made by the Health and Human Services Commission (HHSC) Executive Commissioner (EC).
Provides technical guidance to HHS staff to ensure the System policy for appointments is followed.
Reviews, proofreads and verifies the accuracy of appointment solicitation marketing materials and recommendation packets and work with internal customers to address discrepancies in a timely fashion.
The Appointments Specialist may serve as back up to the HHSC Executive Council (Council) liaison to coordinate and assist with meeting facilitation as needed, utilizing core facilitation competencies. Works under moderate supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
EJF 1: Serves as a point of contact for advisory committee member appointments made by the HHS Executive Commissioner. Performs a range of administrative services and highly detailed technical assistance related to the ACCO and the system appointments process. Performs administrative duties of appointments process for advisory committees (AC) including assistance to program staff in tracking member terms, preparing solicitation documents for AC vacancies, posting of solicitations on website and distribution using GovDelivery, initial review and database entry of applications received, conducting reference checks, shepherding application packets through the process, and preparation of materials for review by Executive Review Team (ERT) before presentation to Executive Commissioner for final appointment. Develops and manages timelines for appointment projects. Participates in Executive Review Teams meetings as requested. Conducts reference checks for recommended appointees. Maintains accurate documents and data regarding ACs’ membership. Responsible for providing training and technical assistance to system staff involved in the appointment process. Identifies potential project risks and difficulties and establishes strategies to mitigate or avoid them. Communicates and explains project concerns to Appointments Manager and ACCO Director and reports on project status as needed. Anticipates problems and strategies to mitigate them with projects and escalates issues to Director in a timely manner.(80%)
EJF 2: Assists HHSC Executive Council Liaison with planning, preparation, and facilitation of Council meetings. Ensures the public facing and internal ACCO webpages, SharePoint and advisory committee webpages are accurate and up to date. (10%)
EJF 3: Other duties as assigned including using appropriate software for each project including Word, Excel, Salesforce, SharePoint, and HHSC’s Legislative Tracking System to monitor and report on ACCO appointment activities. (10%)]
Knowledge, Skills and Abilities (KSAs):
Knowledge of:
- The Texas Open Meetings Act.
- Using desktop and laptop computers and related equipment, including mobile phones.
- Building, establishing, and maintaining effective working relationships and coalitions and communicating effectively in person, by phone, and by email.
Skill in:
- Drafting and adhering to project timelines.
- Development, writing, editing and reviewing documents.
- Problem solving and detecting potential issues and working to avoid delays and issues with all projects, paying special attention to large or controversial projects.
- Using Microsoft Office Suite, Excel, PowerPoint, Teams, Salesforce, Adobe suite, and shared drives.
Ability to:
- Gather, assemble, correlate, and analyze facts.
- Interpret and explain rules, regulations, policies, and procedures concerning HHSC advisory committees, and make recommendations for process improvements.
- Obtain support and commitment from project team members, including monitoring team assignments and seeking required approvals of documents.
- Communicate professionally and effectively both orally and in writing.
- Respond to customer inquiries and monitor and report on project status.
- Resolve customer issues with a focus on customer satisfaction.
- Utilize Teams software needed for virtual and in-person advisory committee meetings.
- Use Salesforce software to process applications and track AC members.

Initial Screening Criteria:
- Experience in writing, editing, proofreading, and adherence to style guides.
- Experience with managing a large volume of digital and written communications.
- Experience tracking multiple simultaneous process deadlines.
- Preferred: Experience using Teams.
- Preferred: Experience demonstrating familiarity with the organizational structure and functions of the HHS System.
- Preferred: Graduation from an accredited four-year college. Relevant professional experience may be substituted for education on a one-to-one year basis.
