Brief Job Description:

Under the direction of the Director of Analysis, the Analytics Product Manager collaborates with project stakeholders through customer consultation, product planning, documentation preparation, consultative and technical assistance in support of the Health and Human Services (HHS) Performance Management and Analytics System (PMAS).

 

Work involves fostering relationships with HHS program staff; providing consultative services and technical assistance to program staff, developing an advanced understanding of program's business processes and performance measure needs; gathering, tracking, and reporting performance data; analyzing data to identify anomalies, patterns, and forecast performance; and reviewing, assessing, developing, and implementing new measures.

 

The Analytics Product Manager provides ongoing support to the program areas, including performance management training and consultation, continuous improvement strategies, assessment, and reporting methodologies. May assign and/or supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

Essential Job Functions (EJFs):

(35%) Becomes a trusted subject matter expert within internal and external groups by building effective working relationships with program staff, developing specialist understanding of their business operations, performance measures and data capabilities, and providing consultation with programs to resolve problems, identify training needs, and discuss program effectiveness; facilitates meetings, researches, collects, organizes, analyzes, and prepares materials in response to requests from program.  Assists programs in developing new and refined measures and ensures performance measure data integrity. Plans and conducts advanced research on the agency’s programs and documents workflows and business processes.

 

(25%) Acts as a liaison with external programs and agencies and between large, complex internal programs to explain the performance management program and agency statutory requirements; provides expert guidance and assistance and documents business requirements in the establishment of targeted, high-level metrics capable of effectively measuring and communicating individual program performance that contributes to the overall HHS system performance. 

 

(10%) Develops and implements research methods and analytical procedures; assesses validity of performance measures, methods and/or procedures for appropriate application; applies advanced statistical methods to all related data sources; and leads coordination of performance measure design, planning, analysis, and reporting on all assigned performance initiatives.

 

(10%) Helps develop and implement tools for gathering, tracking and reporting performance data on system business and administrative processes; analyzes data from multiple sources to identify patterns and underlying causes to changes in data; interprets historical and current data, and makes projections for future performance; and develops performance management reports, dashboards, executive summaries, and presentation materials. Provides for testing and evaluation of newly developed knowledge, methods, and techniques. Peer reviews the work products of the analysts assigned to the team.

 

(10%) Analyzes program legislation, operational plans, strategic plans, and performance data to help ensure program’s compliance with policies and procedures, statutes, and rules; and supports corrective action(s) as needed; determines trends, provides recommendations, and coordinates the resolution of departmental operational problems. 

 

(5%) Helps analyze, develop, and implement department policies, procedures, manuals, and standards and plans department activities in accordance with department objective and goals; trains, leads, assigns, and/or prioritizes the work of others.

 

(5%) Provides guidance to program staff in the development and integration of new analytical methods and procedures; completes performance reports, studies, and specialized projects, and recommends appropriate changes. Performs other duties necessary to achieve the mission of the Data Analytics and Performance.

 

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

  • Knowledge of Texas Health and Human Services Commission's programs and functions.
  • Knowledge of the Medicaid system in Texas.
  • Knowledge of state and federal legislative processes.
  • Knowledge of Project Management frameworks and Agile methodologies.
  • Knowledge of the System Development Life Cycle (SDLC).
  • Knowledge in strategic planning, formulation, and execution.
  • Knowledge of and ability to understand performance management and continuous improvement processes.

Initial Screening Criteria:

Graduation from an accredited four-year college or university preferred (Related work experience may be substituted for educational requirement on a year-for-year basis).

  • At least 4 years of experience, training, or certification in performing business or program performance analysis, data collection, data analysis and interpretation of the large and complex datasets, including the utilization of data analysis tools required.
  • At least 2 years of work experience with project management and Agile methodologies preferred.
