Brief Job Description:

Under supervision of the Director of Programs, State Supported Living Centers (SSLC) Division, this position serves as the SSLC discipline coordinator for active treatment and engagement services and is responsible for assisting in coordination and support of service delivery. Performs highly advanced consultative services and technical assistance work related to active treatment in the residential and day habilitation services areas at the State Supported Living Centers. Work involves planning, developing, coordinating, monitoring and implementing major division program(s) and providing consultative services and technical assistance to program staff, field staff, governmental agencies, community organizations, or the general public. Trains, leads, assigns and/or prioritizes the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

Oversees the performance of a variety of technical, training, research, planning, policy, program assessment, and administrative activities of assigned program(s), with a focus in active treatment and engagement services.

Oversees staff and/or acts as a liaison with agencies and internal programs to explain the programs and agency statutory requirements.

Participates in the hiring process of Education and Training Directors and active treatment coordinators via the facility interview process.

Provides consultative support to Education and Training Directors and active treatment coordinators.

Oversees the analysis, implementation, and documentation of program policies.

Oversees the collection, organization, analysis, and preparation of materials in response to requests for program information and reports.

Oversees the development of program policies, procedures, manuals, and standards and plans program activities in accordance with program objectives and goals.

Oversees the development and implementation of effective techniques for evaluating agency programs, identifies the need for and implements new programs.

Oversees the completion of and monitors required administrative and performance reports, studies and specialized projects and recommends appropriate changes.

Oversees compliance with program policies and procedures, statutes, and rules and takes corrective action(s) as needed.

Oversees studies and analyses of operations and problems and the preparation of reports of findings and recommendations.

Oversees surveys and reviews to determine compliance with certification requirements, laws, regulations, policies, and procedures.

Oversees others who analyze legislation to develop recommendations for policy and programmatic issues relating to the implementation, improvement, and/or expansion of or reduction of program funding.

Oversees the development of Community Integration Partnerships, including the completion of Memorandums of Agreement for day habilitation and leisure activities.

Oversees others who speak to community and professional groups to coordinate, improve, and stimulate interest in the program and to secure support for programs.

Oversees the delivery of consultative services and technical assistance related to planning, implementing, and monitoring of programs and services.

Consults with public and private agencies involved in program(s) to resolve problems, identify training needs, and discuss program effectiveness. Identifies the need for and implements new programs.

Evaluates training needs, develops curriculum and coordinates training activities.

Provides guidance to staff in the development and integration of new methods and procedures.

Determines trends and resolves operational problems.

Prepares administrative reports and studies and performs specialized research projects.

Prepares and evaluates program budget requests.

Trains, leads, assigns and/or prioritizes the work of others. 

Knowledge, Skills and Abilities (KSAs):

Knowledge and understanding of long-term services and support programs and active treatment.

Knowledge and understanding of reporting methods and data analysis.

Knowledge of local, state, and federal laws related to HHSC programs.

Ability to evaluate the impact policy and program changes may have on State Supported Living Centers programs.

Ability to lead projects and workgroups to comply with reporting requirements.

Ability to provide advanced consulting to internal and external entities to fulfill analytic and reporting needs.

Ability to coordinate actions of team members to meet recurrent reporting requirements, meet ad hoc reporting requirements, and perform data analysis to establish program trends.

Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to market programs; to prepare reports; to develop, evaluate, and interpret policies and procedures; to communicate effectively; and to train, lead, assign, and prioritize staff workloads.

Skill in identifying measures or indicators of program performance and in operating computers and applicable software.

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:

Graduation from an accredited four-year college or university (i.e. bachelor’s degree); and

Two (2) years of working within a residential setting that provides active treatment and day habilitation for people with intellectual and developmental disabilities, at least one year of which includes primary duties of managing, leading, directing, and evaluating active treatment and engagement services for people with intellectual and developmental disabilities.

Six (6) years of working within a residential setting that provides active treatment and day habilitation for people with intellectual and developmental disabilities, at least one year of which includes primary duties of managing, leading, directing, and evaluating active treatment and engagement services for people with intellectual and developmental disabilities.
