Brief Job Description:

The Accounting Director performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves providing strategic direction, establishing goals and objectives; overseeing the development and implementation of policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and/or business functions; and reviewing and approving budgets for the Accounting Department. Supervises the work of others. Oversees the preparation of financial planning documents, reports, and studies for both internal and external users. This position ensures CAPPS financial modules are compliant with the Agency’s Public Assistance Cost Allocation Plan (PACAP). The Accounting Director represents the agency and/or the DCFO by making presentations, as well as providing information to other state and federal agencies, and other organizations regarding the department's financial matters and programs. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment

Essential Job Functions (EJFs):

(10%) Provides vision, leadership and strategic direction of HHSC's Accounting department.

 

(10%) Develops goals and objectives for the Accounting Department consistent with the Chief Financial Officer’s strategic plan.

 

(10%) Reviews and approves budget and major expenditures; ensures that requirements of funding are met.

 

(10%) Represents the Accounting Department at business meetings.

 

(10%) Ensures appropriate implementation, maintenance, and updates of the Public Assistance Cost Allocation Plan.

 

(10%) Reviews and approves management, productivity, and financial reports, including the Annual Financial Report (AFR) and studies.

 

(10%) Reviews results of special investigations, internal and external audits to provide direction and guidance.

 

(10%) Oversees the preparation of financial planning documents, reports, and studies for both internal and external users.

 

(10%) Provides professional oversight and guidance to other occupations or support staff, including executive and/or management-level staff, to ensure compliance with and adherence to regulatory standards and established procedures.

 

(10%) Represents the agency and/or the DCFO by making presentations, providing information to other state and federal agencies, and other organizations regarding the department’s financial matters and programs.

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:

Bachelor’s degree from an accredited college or university or the U.S. equivalency with major course work in accounting, finance, business administration/management or a related field plus eight (8) years progressively responsible experience in accounting related work.

Must have at least eight (8) years of demonstrated and progressively responsible managerial experience. Graduate level education in above baccalaureate degree fields may be substituted for experience on a year per year basis.  Experience in general ledger accounting, federal Reporting, cash management and annual financial reporting. Accounting experience in State Government or Non-Profit oranization is perferred. Experience in USAS, CAPPS Fin. Or PeopleSoft is preferred.

(Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.) Substitution Note: Additional work experience may substitute for the Bachelor’s degree on a year for year basis.
