Brief Job Description:

This position offers opportunity for a hybrid work schedule with a minimum 2-day work schedule in office. This position performs complex (journey-level) accounting work that includes various payment voucher entries entered timely and accurately into the agency's accounting system (CAPPS Financial), including direct entry into the Uniform Statewide Accounting System (USAS) when required. This position will work the daily DAFR/IT reports between the Uniform Statewide Accounting System (USAS) and the HHSC Accounting System (CAPPS Financial). This position will process ITV’s, ETV’s, other types of Correction Vouchers, Warrant Cancellations, Reissue and Refund Vouchers. All payment vouchers, as well as other entries in CAPPS or USAS, will be monitored by accountant from initial entry in the ITS database to issuance of warrant or direct deposit. The position works under general supervision, with moderate latitude for the use of initiative and independent judgment. This position may be available for 60% telework after minimum requirements are met.

 

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Processes complex accounts payable vouchers into the HHSC accounting system (CAPPS FIN), including but is not limited to ETVs, warrant cancellations, direct deposit reversals, USAS direct entry payments and other complex encumbered/unencumbered payment vouchers. Ensures that there is appropriate documentation and authorization for every voucher this position submits for approval. Responsible for the daily DAFR/IT Report of CAPPS FIN and USAS payment transactions, and how to resolve discrepancies between the two accounting systems. Meets all other productivity requirements. Answers questions, research problems, and follows up as necessary. (40%)

Audits accounting and financial documents for accuracy and compliance with departmental policies and procedures and state and federal statutes. Ensures that there is appropriate supporting documentation and authorization for every payment voucher, correction voucher, TOSS warrant cancellation, CAPPS Warrant Cancel Vouchers and CAPPS Reissue and Refund Vouchers, or USAS direct entries are attached in CAPPS for audit purposes in accordance with all applicable laws, rules and regulations. (40%).

Serves as a subject matter expert for the AP Expenditure Management Team. Assist Manager or Team Leads with vendors and agency staff to process accounts payable transactions and reissues in a timely and accurate manner. Assist Manager or Team Lead in providing technical guidance and answer questions, research problems and follow up as necessary by establishing and maintaining effective working relationships with internal and external costumers by using effective verbal and written communication. Take on other tasks as assigned. (10%)

Performs all backup duties when required or any other tasks as assigned including but not limited to systems testing (10%).

Knowledge, Skills, Abilities:

  1. Knowledge of fiscal programs; of governmental accounting; of budget control methods, policies, and procedures; and of laws and regulations pertaining to financial operations.
  2. Knowledge of accounts payable processes and procedures.
  3. Knowledge of accounting principles and their applicability to state financial accounting.
  4. Knowledge of and the ability to use complex automated accounting systems, including but not limited to CAPPS Financials, Uniform Statewide Accounting System (USAS), and Texas Identification Number System (TINS).
  5. Skill in the use of office equipment, computers, and associated software applications including Microsoft Excel, Access, Word, Outlook and SharePoint.
  6. Skill in working under general direction with moderate latitude for the use of initiative and judgment.
  7. Ability to communicate effectively, both orally and in writing.
  8. Ability to manage multiple ongoing projects and assignments, prioritize work, and meet deadlines.

 

Initial Screening Criteria:

Experience in accounting and financial operations. Graduation from an accredited four-year college or university with major coursework in accounting, finance, or a related field is generally preferred. Experience and education may be substituted for one another on a year-for-year basis.
