Brief Job Description:

The program supervisor works under the supervision of the Asset Management Office (AMO) Reporting Reconciliation Manager. Performs complex (journey-level) administrative tasks, assets inventory controls, and supervises the work of AMO reconciliation personnel. Work involves monitoring asset reporting and reconciliation responsibilities and asset inventory operations. Ensures agency is in compliance with legislative-mandated state statute, including establishing AMO program goals, reporting requirements, loss prevention controls, asset management statute compliance and procedures; and complies with the Comptroller of Public Accounts (CPA) requirements. Assigns and supervises the work of others on a daily basis. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. 

Essential Job Functions:

Reviews HHS Asset Management Office (AMO) asset financial records related to identified capital and non-capital asset requisitions in accordance with state statute, purchase orders, receipts to verify accurate asset records as defined by State Property Accounting system (SPA); monitors, maintains, processes and provides weekly, quarterly, and monthly asset management workload reports to AMO leadership.  25%

Monitors and maintains the Centralized Accounting and Payroll/Personnel System (CAPPS) Financial  Asset Management Module, SPA system, and Virtual Asset Tracker (VAT) system for data interfaces and accuracy; coordinates closely with AMO leadership to identify initiatives, suggest improvements, find resolutions, and monitor HHS agency programs' asset progress and oversight; reviews property accounting reports and documents generated by the State Comptroller and reconciles with internal CAPPS Financial reports; maintains all physical asset management files; monitors and conducts agency-wide mandated annual physical inventory and reconciliation; maintains financial records and database of missing and stolen assets; assists with agency-wide asset management trainings on CAPPS Financial module on asset management processes and procedures; and assists with customer service complaints by resolving program issues with positive conflict resolutions.  25%   

Reviews, processes, and completes customer reporting and asset reconciliation requests submitted to the designated asset management transactions request mailbox; serves as the Asset Management Reporting program supervisor and assists with asset management program super-user training on the CAPPS Financial module and SPA for asset management processes and procedures; performs duties as an AMO Inventory Coordinator; maintains and monitors assigned HHS facilities and/or regional mail codes within the CAPPS Financial and SPA inventory systems; conducts spot checks and reconciliation on assigned state office locations within AMO established timeframes; coordinate and provide support to internal and external customers including Department of Family Protective Services, and the Department of State Health Services; who requires assistance with questions regarding asset management functions, policies and procedures including VAT system.  25%

Adheres to policies and procedures of the Health and Human Services Commission and Asset Management Office to ensure compliance with established asset management reporting requirements, loss prevention controls, statute compliance and asset management procedures. Contributes in a positive manner as a team member of the Asset Management Office; assigns daily tasks to asset management reconciliation staff (state office and regional) including program initiatives, executive projects, and assignments of reconciliation of physical inventory statewide asset management, including HHSC, DSHS, and DFPS to meet agency goals and objectives to meet monthly; provides annual performance work evaluations to AMO leadership; monitors monthly inventory goals, activities and conducts quality assurance reviews on reporting reconciliation staff.  20%
