Job Description:       

The Contract Specialist V performs highly advanced (senior-level) contract management work. Work involves coordinating, developing, and evaluating a broad range of contracts. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Manages procurement-related meetings such as kick-off and pre-proposal meetings, post award conferences, team briefings, and evaluation scorings. Coordinates, reviews, and/or develops solicitations, contracts, and amendments by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders, and negotiating contract specifications. Coordinates the risk assessment process for contract monitoring and planning. Reviews and/or develops bid evaluation instruments; the modification of solicitation, contract boilerplate, and other contract-related documents; and develops contract administration policies and procedures.

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 

Essential Job Functions:   

25% Maintains effective communication with contractors. Ensures timely review and response on all correspondence. Coordinates and/or prepares responses to contract issues, inquires and correspondence concerning contractors' functions and activities, including information needs of contractors with other divisions and other state agencies. 25% Performs comprehensive contract management duties for assigned contracts. Performs contract closeout activities according to HHSC policy. Informs management of significant contractor compliance or performance issues and provides recommendations for action. Provides technical assistance to contractors as needed. Participates in the development of contracting activities such as, setting timelines and developing contract documents, including amendments and renewals.

 

15% Conducts onsite or desk reviews: At a minimum, ensure that any changes to the monitoring plan are pre-approved by management and documented accordingly. Provides follow-up technical assistance or training on issues cited in the monitoring review. Follow established procedures regarding timeframes associated with onsite or desk reviews.

Actively participate in professional development opportunities, including required Certified Texas Contract Manager (CTCM) continuing education and HHSC mandated trainings.

Registrations, Licensure Requirements or Certifications:   

Certified Texas Contract Manager (CTCM) is preferred or must be obtained within six months of employment. 

Knowledge Skills Abilities:

Knowledge of state procurement and contract management requirements, regulations, and best practices.

Initial Screening Criteria: 

Must have bachelor's degree in or related to the human services or business fields.

Bachelor’s degree can be substituted on a year for year basis.

Experience in a health and human services position is required.
