LTCR Nursing and Licensed Facilities Investigations Manager – Starting Market Rate Salary $95,641.94
Under the supervision of the Regional Director/Assistant Regional Director (RD/ARD), supervises regional investigative team members/team coordinators to include Nurses, Social Workers, Generalist, Dieticians, Pharmacists. The Investigations Manager oversees the regional team in conducting investigations in long-term care facilities to determine compliance with state and federal laws, regulations, and rules. Participates as an active member of the Regional Management Team. Ensure timeframes/data entry deadlines are met for all visits. Assists RD/ARD Regional Director in performing administrative tasks as assigned.

Essential Job Functions (EJFs):
Manages day-to-day activities of staff within the highly-advanced senior-level Investigations Unit responsible for conducting high-profile time sensitive work in the regulatory program to meet regional and statewide performance requirements. Develops and approves staff schedules for high-priority investigations. Supervises the work of others, is the hiring authority, fills vacant positions timely, completes Performance Conduct Management, performance evaluations, discipline, terminations, separations, staff development and training, and approval of timekeeping for the business unit. Reviews and approves travel documents for investigations unit staff. Provides technical expertise and guidance to special investigators regarding field work, interpretation and application of regulations and standards related to state and federal investigation processes and resultant penalties.
Establishes goals and objectives and standards for achieving regional and executive management goals to ensure investigation quality, accuracy, appropriate regulatory content (including enforcement recommendations and imposition of remedies) completion and program consistency. Oversees special investigations for department, program analysis of field work, development of special reports, program analyses, and internal review of investigations processes and procedures.
Prepares management and productivity reports that measure program consistency and goal achievement. Conducts Professional Review of Investigator VII Reports to ensure state requirements and federal performance standards are met. Provides high degree of independent thinking and problem-solving. Develops and implements tracking and trending reports to identify areas of needed improvement and makes recommendations to improve operations of the Investigations Unit to ensure all priority investigations are completed timely and accurately in accordance with established timeframes set forth by state licensure and federal regulations. Utilizes prepared reports to take a proactive approach to forecast areas of concern to mid-level and executive management staff and develop and implement strategies to improve performance.
Confers with mid-level and executive management to develop strategic plans and set goals for the department to meet state and federal quality assurance measures and performance standards for investigations and evaluates staff productivity and competency.
Performs other work as assigned by the Regional Director or the Assistant Regional Director
In the event of emergency licensure action, be available to assist with non-skilled care and oversight to residents in a facility. If the employee is a current registered or licensed nurse, there is a potential for skilled care.
Be available for on-call duties for emergencies such as weather events or high-priority situations in facilities or at providers.
Knowledge, Skills and Abilities (KSAs):
Knowledge of local, state, and federal laws and regulations relevant to program areas which include Nursing Facilities, Assisted Living Facilities, Day Activity and Health Services (DAHS) Facilities, DAHS-Individualized Skills and Socialization Facilities, Home and Community Support Services Agencies and Life Safety Code for the above-named facilities.

Registrations, Licensure Requirements or Certifications:
Applicant must complete all training (federal/state) for Nursing Facilities, including completing Surveyor Minimum Qualification Training (SMQT) within one year of hire date.
Initial Screening Criteria:
Bachelor's degree from an accredited college or university with a major in public administration, health care administration, hospital administration, business administration, education, psychology, social work, sociology, nursing, medicine, or a discipline related to developmental disabilities and/or gerontology. Experience in a Texas state agency Long Term Care Regulatory program may be substituted on a year for year basis for the required education, with a maximum substitution of four years.
Experience in the Long-Term Care Regulatory Division.
Experience in Nursing Facility, Assisted Living Facility, and Day Activity and Health Services Regulatory programs.
Experience in performing supervisory, managerial, or professional work.
Experience in conducting Investigations or knowledge of Investigations processes specific to Long Term Care facilities.
Experience in quality assurance review of documents and reports.
Additional Information:
Must be able to work hours other than 8 AM to 5 PM, Monday through Friday, as necessary. Requires some weekend, early morning, late evening, and overnight travel. May be required to be on call. The interview process for this position may include a written exercise. The job requires 35% travel, with mosttravel during the day. However, some overnight and weekend travel is required, as well as occasional on-call duties for emergencies or high-priority situations in facilities. Must have reliable transportation.
Note: This position is able to work a compressed workweek of four 10-hour days.
