The Texas Health and Human Services Commission Community Services (CS) Department seeks a highly qualified candidate to fill the Contract Specialist V position. The position reports to the Contract Administration Manager II for the Comprehensive Rehabilitation Services Program.

This position performs highly advanced (senior-level) risk management and oversight work. Work includes contract manager work that is not limited to overseeing the full contract cycle, monitoring and auditing contracts within CRS. Prepares and reviews working papers, reviews and edits contracts as requested, writes monitoring reports, develops recommendations, provide technical support,  develop and present trainings, and other duties as assigned to support CS leadership and programs.

This position may be eligible for a hybrid schedule with 3 required in office days. 

Essesntial Job Functions (EJFs): 

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Knowledge of HHSC PCS complex procurements procedures and assist in the development of specifications, performance measures, evaluation criteria for the CRS Program. Service as an evaluator and liason to the assigned PCS Purchaser. Coordinates the completion of required activities, tracks actions, and reports to management.

Plans, conducts, and documents contract monitoring reviews and investigations to determine compliance with federal and state regulations. Provides technical guidance regarding the contract monitoring process, state and federal regulations, policies, and procedures. Identifies contractor training needs and conducts training upon request.

Conducts quality assurance reviews of CRS contract monitoring activities according to established departmental standards. Maintains automated databases and tracking systems to plan, track and complete required contract activities.

Completes contract monitoring reports listing deficiencies and prepares written reports supporting the actions and remedies recommended. Provides guidance regarding contract specifications, policies, and procedures.

Monitors and evaluates evidence and plans of correction submitted by contractors. Communicates on a complex level with others (internally or externally) to provide, exchange, or verify information, answer inquiries, address issues, or resolve problems or complaints.

Stay relevant on new HHS PCS policy and procedures and have the ability to train staff on HHS PCS requirements. Serve as team lead to Contract Specialist III. Assist in development of trainings, mentor staff and conduct quaility reviews of SCOR and CAPPS Fin entries.

Attends and participates in regular staff meetings, represents CRS at planning sessions, committees, workgroups, meetings, conferences, or hearings to address significant issues.

Other duties as assigned in support of the unit's goals and objectives.

Knowledge, Skills and Abilities (KSAs):

Thorough knowledge of contracting regulations, of developing contracts, of business administration and accounting principles and practices, and of policies and procedures of contract management and administration.

Knowledge of audit principles, process improvement, and quality management.

Knowledge of competitive solicitation processes and state procurement procedures. Knowledge of the State of Texas budgeting and other financial policies and procedures.

Thorough knowledge of organizational planning, organizational development, and implementation methods needed to establish and administer a complex and comprehensive delivery system.

Skill in communication including the effective organization and presentation of information, both orally and in writing.

Ability to write and edit contract requirements and specifications.

Ability to interpret policies and develop effective operating procedures for the Contract Management Section

Ability to evaluate and monitor contractor performance and provide recommendations. 

Registrations, Licensure Requirements or Certifications:

Certified Texas Contract Manager (CTCM) and/or Certified Texas Contract Developer (CTCD)

Initial Screening Criteria: 

1. Experience in procurement and contracting. Prefer experience in client services contract management or monitoring. 

2. Experience with local, state, or federal contracts is preferred.

3. Graduation from an accredited four-year college or University with major course work in business management or field relevant to assignment is preferred. Experience and education can be substituted on a year for year basis. 

Additional Information:

This position may be located in Austin or in an office location with existing Health and Independence staff. Occasional overnight travel is required.
