The Director of Education and Training performs moderately complex (journey-level) managerial work administering the daily operations and activities related to Vocational Services, Activity Centers, and Recreation/Transportation departments. Responsibilities include oversight of the program sites related to coordination of the activities occurring there, including adherence to Department of Labor requirements, workers compensation, mealtime monitoring activities, formal and informal activity planning, and safety issues. The Director supervises assigned departments, chairs some facility-wide committees and works with other departments in planning all services provided by the Director’s assigned departments. The Director is responsible for compliance with ICF/IID Standards and DOJ Settlement Agreement.
Essential Job Functions (EJFs):

- Attends work on a regular basis in accordance with agency leave policy. May be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy.
- Supervises program departments within the Residential Services program areas including Vocational Services, Activity Centers (day programs), and Recreation/Transportation Department including interviewing/hiring staff according to established hiring practices and conducting performance evaluations of assigned staff.
- Plans, organizes, directs, implements and monitors fiscal, human and material resources to provide effective and efficient program services to the people who live at the state supported living center.
- Conducts regular meetings of department/program managers to communicate relevant information and to obtain feedback on program implementation, performance issues and management concerns.
- Develops and provides training to staff throughout the SSLC related to the provision, implementation and integration of quality active treatment and engagement for those served.
- Develops/maintains cooperative/professional relationships with representatives with other departments, federal, state and local agencies including professional representation of AbSSLC with visitors from the community, etc.
- Attends facility Incident Review Team (IRT) meetings, Quality Improvement/Quality Assurance meetings, and serves on various standing and ad hoc committee meetings as assigned (will lead or organize these meetings as requested).
- Plans, coordinates, implements, monitors and continually assesses policies and procedures related to program services and makes revisions to these as needed. Provides technical guidance to others in this area as requested.
- Works directly with Program Services and supports Residential Services (Units and Programs) to implement federal state and local standards related to program services and supports the state supported living center in assuring these standards are maintained. This will include writing and implementing plans of correction, action plans, and other requested documents/reports.
- Works cooperatively with Assistant Director of Programs (ADOP), Director of Residential Services, and Unit Directors to coordinate active treatment supports and services to the people who live at Abilene State Supported Living Center by compiling, analyzing and disseminating information and data regarding departmental program indicators and progress.
- Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge, Skills and Abilities (KSAs):
- Knowledge of federal and state requirements regarding active treatment and vocational services.
- Understanding of trending analysis related to attendance at a variety of activities, monitoring of engagement/active treatment, monitoring of mealtime supports, etc.
- Ability to work with teams to effectively reduce risk and ensure safety while increasing opportunities for work, training, and leisure activities.
- Knowledge of Life Safety Code and ability to monitor and coordinate adherence to these regulations
- Good verbal and written communication skills.
- Ability to plan, organize, lead and motivate staff.
- Knowledge of worker's comp requirements.
- Knowledge of related ICF/IID and Settlement agreement standards.
- Ability to supervise the work of others.

Initial Screening Criteria:
Graduation from an accredited four-year college/university.
Ability to communicate clearly in writing as demonstrated on the application.
Two years’ experience in supervising others.

Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours. Must be willing to work weekends and holidays.
