Brief Job Description:
Works under the team leadership of the Texas Vaccines for Children (TVFC) Coordinator with considerable latitude for the use of initiative and independent judgment. Obtains and verifies vaccine reports & orders. Reviews, audits, and rectifies monthly biological reports received from TVFC/ASN providers. Schedules and conducts training for TVFC providers in vaccine accounting and management. Maintains vaccine accounting provider files and produces reports, as requested. Provides information to the public and medical sector regarding immunization-related inquiries. Explains FC/ASN program to potential providers of the Texas Vaccines for Children program and to potential recipients. Performs data entry into the Vaccine Allocation Ordering System (VAOS) for TVFC/ASN providers and monitors usage of vaccine. Prepares reports as requested on monitored TVFC providers. Provides information to the public and private sector at large on the statewide immunization registry (ImmTrac2). Assists in immunization activities, including promotion of immunizations, education for ImmTrac2, updating records in ImmTrac2. Serves as backup to conduct follow-ups to the Texas Medical Foundation (TMF) site visit reviews for TVFC providers and to conducts unannounced storage and handling site visit reviews for the TVFC providers. Works as a team member and informs the Program Manager of important activities.
Essential Job Functions (EJFs):
EJF 1. (25%) Obtains orders and monthly biological reports from Texas Vaccines for Children (TVFC) providers and Adult Safety Net (ASN) providers. Reviews, audits, and rectifies monthly biological reports. Maintains files and audit logbook on providers and documents provider activity. Processes orders within 3 business days of receipt.
EJF 2. (20%) Monitors providers and provides follow-up education to providers on issues related to vaccine storage and handling, completeness/accuracy of reports, short-dated vaccine, vaccine loss prevention, vaccine inventory levels and other immunization related issues.
EJF 3. (20%) Maintains vaccine accounting provider files, both electronic and paper, on all assigned TVFC and ASN providers, including documentation of significant contacts made through phone, fax, and email. Enters Contact Visit information in PEAR for all assigned providers. Provides technical assistance to all providers in the Vaccine Allocation and Ordering (VAOS) system.
EJF 4. (15%) Assists providers with the annual re-enrollment process, validates and obtains corrections to the re-enrollment form. Obtains required annual documents, including Re-Enrollment Forms, training certificates for provider staff, and updated Emergency and Routine Vaccine Management Plans.
EJF 5. (10%) Schedules and conducts on-site TVFC/ASN provider orientation and training. Trains provider staff on TVFC eligibility requirements, accurate vaccine accounting and proper vaccine storage and handling. Serves as backup, if needed, to conduct follow-up to quality assurance site visit reviews and unannounced site visits for compliance with storage and handling of vaccines.
EJF 6. (5%) Provides information to the general public and medical sector regarding procedures, policies, and immunization issues. May provide direct service delivery of client screening for immunizations and determination of eligibility for the TVFC/ASN Program.
EJF 7. (5%) Other duties as assigned to include but not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Will be required to work other than normal business hours in order to respond to public health emergencies. May perform a variety of functions during a public health emergency, in accordance with NIMS-compliant ICS management structure and the HSR 4/5N All-Hazards Emergency Management Plan.
Safe operation of either a state owned vehicle or personal vehicle is required to conduct state business and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management & Procedures and standards developed by the Texas Department of Public Safety.
Compliance with DSHS employee immunization policy is required.
Knowledge, Skills and Abilities (KSAs):
Knowledge of basic accounting/bookkeeping or inventory control principles.
Knowledge of computer databases, spreadsheets, and word processing applications.
Knowledge of office procedures, spelling, punctuation, grammar and math.

Registrations, Licensure Requirements or Certifications:
Must possess a valid Class C Texas driver's license, or equivalent license from another state.
Initial Screening Criteria:
2 years of work experience in public health or customer service.
Experience with email, word processing, spreadsheet and database programs, such as Word, Excel, Access and Outlook.
Experience developing and conducting presentations or trainings.
Experience with reviewing/auditing inventory reports
Prefer work experience in public health or a related field.
