Brief Job Description:

Under the supervision of the Specialized Health and Social services (SHSS) Program Manager, provides direct supervision, technical assistance, routine administrative work and performance evaluation for professional and administrative staff in Public Health Region 7 Texas Health Steps (THSteps) and Children with Special Health Care Needs services program (CSHCN-SP).  Serves as subject matter expert for the THSteps and CSHCN-SP programs, acts as the liaison between central office, other public health regions, and community partners. Provides training, consultation, quality assurance, and technical assistance to providers, contractors, and regional staff. Assist SHSS Program Manager with planning, implementing, monitoring, and evaluating THS and CSHCN-SP programs in the region. Develops job descriptions, performance standards and procedures in collaboration with Program Manager, regional committees, and work groups. Effectively managers programmatic changes and routinely takes the initiative to find solutions to identify challenges. Oversees and/or conduct program presentations for community partners, medical and dental providers, agencies, health entities, public, schools, or other relevant community partners in the region. Able to perform essential job functions under minimal supervision with considerable latitude for the use of initiative and independent judgement. Utilizes a wide variety of computer software programs, databases, and technology. Maintains confidentiality and performs other duties as assigned. Member of the Incident Command Structure (ICS) in response to public health emergencies. Employee must be able to independently travel throughout the State of Texas to complete essential job functions.

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

30% Responsible for assisting the Regional Manager in the administration and management of Texas Health Steps (THS) and Children with Special Health Care Needs Services Program (CSHCN-SP) Eligibility and Administrative Support staff.  This includes short- and long-term strategic planning, program development, implementation and integration, monitoring and evaluation of program objectives, statistical analysis and preparation and presentation of monthly, quarterly and annual reports.  Development of appropriate policy and procedures, efficient utilization of community, state, federal and private resources.  Identifies system problems and develops strategies to modify and resolve program weaknesses. Provides leadership in the development of employee performance standards.  Responsible for hiring, training and providing professional supervision and performance evaluation of staff. Makes recommendations regarding disciplinary or reward action. Coordinates assignments and leave schedules. Monitor budgets and maintains operations within allocation.  Reviews travel, and purchase requests for submission and approval. Oversee complaint process system for the administration and enforcement of program regulations, policies and procedures.

 

30% Assists in providing leadership and oversight to Texas Health Steps Team and CSHCN-SP Lead Worker and eligibility staff in the program activities to include provider outreach, recruitment, training, retention and other activities that impact providers and other related regional activities listed above in the delivery of health and social services of our consumer populations.    Reviews yearly activity plan, and corrective action plans, providing project updates to the Regional Manager.

 

30% Assists in providing leadership and oversight to CSHCN Eligibility Staff and social work administrative support staff ensuring that the workload is managed in a timely and efficient manner.  Provides technical guidance in the eligibility process as needed. Identifies areas of needed change and makes recommendations to improve operations. Participates in performance evaluations process. Attends staff meetings.   

 

10% Performs other duties as assigned. In the event of a regional or statewide disaster all staff are required to participate, assist, and support all regional and/or statewide disaster relief efforts.  - Actively participates and/or serves in a supporting role to meet the agency’s obligation for public health emergencies and disaster response (such as disease outbreaks, environmental exposure, and weather conditions) and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Continues to develop professional knowledge and skill in the practice of Social Work/Case Management in the Public Health setting.

 

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

Knowledge of principles and practices in management, supervision and interdisciplinary/interagency collaboration.

Knowledge of organizational structure, administrative processes.

Knowledge of Children with Special Health Care Needs and Texas Health Steps guidelines, policies and procedures.

Knowledge of Medicaid eligibility, Medicaid services, health care and medical social service programs.

Knowledge of local, state, and federal laws and regulations relevant to program areas; and of the principles and practices of public administration and management.

Knowledge of program and community development and organization.

Registrations, Licensure Requirements or Certifications:

Must possess a valid class C Texas driver's license or equivalent from another state

Initial Screening Criteria:

Leadership experience as a team leader, supervisor, or manager is preferred.

A minimum of 3 years working experience in a governmental, public health, or human services setting is required.

A minimum of 3 years working with Medicaid, Texas Health Steps, and/or Children with Special Health Care Needs programs is required.

 

Additional Information:

DSHS is a tobacco-free workplace. This position is headquartered in Temple, Texas. An alternate headquarters within the 30 county area of Region 7 may be considered if space at an existing DSHS facility is available. Telework is not authorized for this position. Frequent travel across the region during work hours is required.
