Brief Job Description:
Works under the direction of the Deputy Regional Director (DRD). Participates as a member of the regional leadership team. Performs complex managerial work providing direction and guidance in strategic operations and planning, overseeing the daily operations and activities of Specialized Health and Social Services programs: Texas Health Steps (THSteps) Case Management and Provider Relations- Medical and Dental/Oral Health Services, Personal Care Services, Children with Special Health Care Needs (CSCHN) Insurance Program, and the Case Management with Children and Pregnant Women Program (CPW). Work involves establishing the strategic plans, goals and objectives; developing guidelines, procedures, policies, rules, and regulations to meet program mission; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities; and developing and evaluating budget requests. Plans, assigns, and supervises the work of others. Oversees the hiring, orientation, and training of all program staff, along with promoting professional growth and development of staff. Functions as a vital member of the regional Incident Command structure establishing guidance and responding to public health emergencies. Performs other duties as assigned by the Regional Medical Director or Deputy Regional Director. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
15% Provides subject matter expertise related to Specialized Health and Social Services. Maintains a current social work license in the State of Texas.
35% Responsible for the management of the Specialized Health and Social Services activities to include Case Management for Children and Pregnant Women (CPW) program, CSHCN (Children with Special Health Care Needs) insurance program, Personal Care Services (PCS), Community First Choice (CFC), and Texas Health Steps (THSteps).
35% Supervises the work of program staff including two senior level supervisors.
10% Supports regional public health initiatives and serves as a member of the Regional Leadership Team.
5% Performs other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Registrations, Licensure Requirements or Certifications:
Must be a current unrestricted Licensed Social Worker in the State of Texas.
Must possess a valid Class C Texas Driver's license or equivalent license from another state.
Initial Screening Criteria:
- Leadership experience as a team lead, supervisor, or manager is required. A minimum of 5 years of supervisory experience is preferred.
- A minimum of 5 years working in a governmental, public health, or human services setting performing a social worker role (case management, healthcare navigation, needs assessments, and/or case reviews) is required.
- Experience with Personal Care Services, Community First Choice, Children with Specialized Health Care Needs, and/or Texas Health Steps is preferred.
Additional Information:
DSHS is a tobacco-free workplace. This position is headquartered in Temple, Texas. An alternate headquarters within the 30-county area of Region 7 may be considered if space at an existing DSHS facility is available. If the position is headquartered outside of Temple, the person will be required to work at least one day a week in Temple. Telework is not authorized for this position. Frequent travel across the region during work hours is required.
